Description

The U.S. Department of Commerce/National Oceanic and Atmospheric Administration /Office of Oceanic and Atmospheric Research intends to negotiate on a sole source basis with the HIPTV, LLC to provide complete video editing and post- production services. The period of performance is 12/01/04 thru 09/30/05. SCOPE OF WORK: The contractor shall: 1. Provide complete video editing and post-production services. 2. Provide titling, lower third identification, computer graphics, and the addition of animated NOAA logos (provided by NOAA) to each production. 3. Provide encoding services (rm.files) so that all video products can be streamed from the OGP web site. 4. Provide video master products in both BetaCam SP and miniDV formats to ensure smooth progress through the open captioning process (a Section 508 requirement of the federal government for all products that contain an audio track). 5. Provide CD masters of various video products for later replication. Notwithstanding the Government?s intent to negotiate this requirement on a sole source basis with HIPTV, LLC, responsible sources may submit a response which, if timely received, will be considered by NOAA. Responses must be received within 15 days of the posting of this notice.
