- The Department of Defense Education Activity (DoDEA) intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the response timeframe after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement. The Department of Defense Education Activity (DoDEA) requires training for its parents of students receiving special education and related services. DoDEA intends to award sole source procurement to Washington Pave, Inc. Systematic Training of Military Parents (STOMP), a project of Washington Pave, Inc., is the only National Parent Training and Information Center for military families providing support and advice to military parents without regard of the type of medical condition.
