- NASA/GSFC has a requirement for the purchase of Software Maintenance Renewal, for Mentor Graphics' Software, for the Microelectronics and Signal Processing Branch, Electrical Engineering Division, AETD Directorate. The software maintenance will be for the period of 05/01/05 through 04/30/06. A complete listing of the items to be purchased is attached. The NAICS code and Size Standard are 541512 and $21 Million, respectively. The Government intends to acquire a commercial item using FAR Part 12, and procedures set forth in FAR 13, Simplified Acquisition Procedures, and in FAR Part 13.5, Test Program for Certain Commercial Items. The following Terms and Conditions, on the RFQ, apply to this procurement. The evaluation factors listed in this solicitation do not necessarily indicate their order of importance and subfactors, if any, may not be indicated. A competitive range determination may not be made. Award without discussions may be made. Negotiations may be held with one or more offerors but not necessarily with all offerors or all offerors in the competitive range if one is established. Comparative evaluations of offers may be made. Offers will be evaluated inclusive of transportation charges from the shipping point of the supplier to the delivery destination. Award will be based upon an assessment of price and other factors. The award document may be a purchase order or a contract at the discretion of the contracting Officer. Notifications to unsuccessful offerors shall be given only if requested. This solicitation is to be a Full and Open Competition. All responsible sources may submit a quotation, which shall be considered by the Agency. Bids are to be sent through the mail, commercial delivery service, delivery by company employee or other individual agent, as well as E-Mail bids and facsimile are also acceptable. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
