- NASA/GRC has a requirement for Digital Product Data Management (PDM) assessment and upgrade. NASA/GRC intends to purchase the items from Parametric Technology Corp (PTC). GRC currently owns and uses Parametric Technology Corp Windchill PDMLink data management software and is expanding its implementation of PDMLink. Because Windchill PDMLink software components are proprietary products of Parametric Technology Corporation, PTC is the only company qualified to plan and execute the configuration and migration of the upgrade. This procurement is being conducted under the Simplified Acquistion Procedures (SAP) in FAR Part 13. The Sole Source is under the authority of FAR reference 13.106-(b)(1). The Government intends to acquire a commercial item using FAR Part 12. Organizations that believe they are capable of performing the described work may submit their capalities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 5/06/2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
