Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular 05-02. The Marine Corps Northeast Regional Contracting Office currently has a requirement for a service to provide data recovery and restore capability at the Marine Corps Base, Quantico, VA. See the attached Statement of Work for details on this requirement. The specific evaluation criteria are as follows: a thorough and comprehensive technical review of all proposals submitted in response to this requirement will be completed. The contractor will be qualitively ranked in each area of consideration as follows. Out! standing - Exceeds requirements in the statement of work relative to the needs of the Marine Corps; Acceptable - Adequately meets requirements of the statement of work relative to the needs of the Marine Corps; Unacceptable - Does not completely satisfy requirements in the statement of work relative to the needs of the Marine Corps. Technical factors are listed in descending order of importance. (1) Technical Ability- Documents an in-depth understanding of the process and procedures for recovering lost or damaged computer data. Documentation may include reports; products produced reflecting a depth of technical ability. (2) Experience- Documents depth of experience in recovering lost data or programs on computer storage media. Requisite skills documented in developing data collection. (3) Depth of Program Knowledge- Contractor must demonstrate a high level of current knowledge in achieving data recovery on computer storage devices. Requisite skills documented in developin! g data recovery. (4) Past Performance- Available data on all contractors submitting quotes will be reviewed and evaluated. Elements considered would include, but not necessarily be limited to timeliness of deliverables, quality of deliverables, and adequacy of administrative reporting. Technical and Past Performance when combined are significantly more important than cost or price. A technical quote, which does not meet the requirement of the Statement of Work or is so lacking in information that a proper evaluation would require elaborate explanation, may be deemed unacceptable The Government anticipates award of a firm fixed price, blanket purchase agreement (BPA). The following clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors ? Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executi! ve Orders ? Commercial Items; DFAR 252.232-7003, Electronic Submission of Payment Requests. All contractors must be registered in the Central Contractor Registration, www.bpn.gov. Please submit a proposal that includes a breakdown of cost by labor category, if applicable, and a detailed breakdown of other direct cost (ODC?s) if applicable. Please submit your technical and cost proposal on or before 10:00 AM local time on 18 May 2005. Any proposal received after this date will not be considered. Please provide original and two (2) copies of your proposal. Proposals may be submitted electronically, however due to the firewall at Quanti! co, please be advised that it is the offerors responsibility for ensuring that all required documents are received by the Contracting Office. The electronic version of the proposal shall be in Windows compatible format using Microsoft Word. All graphics, tables, and charts shall be embedded in the Word document. Any questions regarding this combined synopsis/solicitation must be submitted by 2:00 pm on 29 April 2005 and should be emailed to kathy.s.parker@usmc.mil. As provided for in the Service Contract Act of 1965 as amended, a determination of wage and fringe benefits by the Secretary of Labor or his authorized representative is listed at www.wdol.gov, Wage Determination number 1994-2103, Revision number 32 and will be incorporated into the award document.
