Description
FISC Norfolk Philadelphia Division, Contacting Department is soliciting innovative concepts to improve the Navy Planning and Programming Processes in support of the Deputy Chief of Naval operations (Resources, Requirements & Assessments)(N8), Department of the Navy (DoN). N8 has an ongoing responsibility to maintain and administer resource allocation processes with a specific focus on building and defending the Navy Program Objective Memorandum (POM), Program Review, and related programming and budgeting products. This effort requires the development of a process that is capable of creating near and long-term strategies that influence the investment alternatives that support Naval Warfighting Objectives. The process must be repeatable, analytically based, and capable of identifying a range of alternative approaches to meeting corporate objectives within fiscal constraints. In order to increase the overall fidelity of the Navy Program build and to create a program that has enduring qualities beyond the immediate Future Year Defense Plan, the Navy is interested in exploring the state of what is possible with respect to Navy programming from those firms that possess a clear and demonstrable record of accomplishment of participation in strategic planning, risk assessment and programming at a level comparable to an Echelon I Navy activity. FISC Norfolk is soliciting these innovative concepts on an unrestricted, full and open competitive basis. As stated during the Pre-Solicitation Conference conduced on 14 April 2005, it is paramount that offerors responding to the solicitation possess tangible, relevant and timely experience in business process re-engineering and strategic planning efforts with an organization comparable to the United States Navy. The solicitation will require the submission of technical and price/cost proposals. The evaluation of proposals will consider the offeror?s technical proposal to be significantly more important than the offeror?s price/cost proposal. At a minimum, the technical evaluation will evaluate offerors? demonstrable corporate expertise and capability in this type of project, as well as offerors? ability to provide examples where a process improvement was proposed, implemented and had significant Return On Investment (ROI) from a previous consulting engagement. This acquisition will result in the award of multiple Indefinite Delivery, Indefinite Quantity (IDIQ) Type contracts. The issuance of task orders against the mutiple award IDIQ contracts will be utilized to further define contractor's innovative concepts and to obtain a Plan of Action and Milestones (POAM) and the costs associated with execution of this POAM. The Navy reserves the right to conduct a second tecnical evaluation based upon the results of the IDIQ task orders to downselect the single innovative concept that represents the best value to the Navy, technical merit and price considered.
