- This is a procurement notice. This procurement will be issued on an unrestricted basis using full and open competition. This requirement is for the replacement of a slewing ring bearing on a 25-ton portal crane for the Trident Refit Facility, Kings Bay, GA. The work shall include, but not be limited to, all work necessary to dismantle, lift and remove an existing slewing ring bearing from the portal crane, and replace with a new, government furnished, slewing ring bearing manufactured by SKF. Work shall be accomplished on the south end of the Refit Pier. The solicitation will be an Invitation For Bids (IFB) and will include a pre-award survey with contractor qualification and experience requirements. The resulting contract will be firm fixed price service contract, Wage determination number 94-2115 Rev (31). A pre-bid conference will be held at the Trident Refit Facility, Kings Bay, GA approximately 2 weeks after initial issuance of the solicitation. This is an Internet only solicitation. Hard copies will not be available. The solicitation will be available on or about 4 MAY 2005 and will close 30 days thereafter. The solicitation may be downloaded by visiting the electronic solicitation website at the following internet address (URL): http://www.esol.navfac.navy.mil/. You must first create an account. Once registered, you will receive an e-mail informing you when the Invitation for Bid package becomes available. E-mail notifications through this website are a courtesy only; however bidders are solely responsible for checking the website daily for information and shall not rely on email notification. An official planholders list will be maintained and may be printed (once registered for a solicitation) on the NAVFAC Electronic Solicitation Website. Interested parties are highly encouraged to register at the website prior to downloading the solicitation. Notification of any changes to this solicitation (amendments) shall be made available on the electronic solicitation website. The work shall include, but not be limited to: (1) Disassembly of the upper section from the lower sections of the portal crane (2) Disconnecting electrically and mechanically the required items to separate the upper and lower sections of the portal crane (3) Remove the existing slewing ring bearing (4) Laser measurement of the upper and lower bearing seating surfaces and machining if necessary to return the surfaces to the manufactures required tolerances (5) Install new slewing ring bearing which is Government Furnished Material (GFM) (6) Utilize Government Furnished Equipment (GFE), Skidmore Wilhelm bolt tension calibrator, and Hydratight Sweeney hydraulic bolt tensioner, install the bearing fasteners as required by SKF (7) Reconnect electrical and mechanical components disconnected to accomplish the bearing replacement and reassemble the portal crane (8) Perform an operational and acceptance test to ensure the proper installation of the bearing The North American Industry Classification System (NAICS) code is 237990 and the size standard is $28.5 mil. Per the Debt Collections Improvement Act of 1996, the Defense Federal Acquisition Regulation (DFAR) requires all contractors to be registered in the Department of Defense Central Contractor Registration (CCR) database. BE ADVISED THAT FAILURE TO REGISTER IN THE CCR MAKES A BIDDER INELIGIBLE FOR AWARD OF DOD CONTRACTS. Information regarding this registration may be obtained by accessing website http://www.ccr.gov/ or by referring to DFAR Subpart 204.73. Bidders should submit verification of their firm?s registration in the CCR database with their bid. The Invitation For Bid (IFB) for this project contains an pre-award survey contractor qualification and experience requirement. The apparent low bidder shall be required to demonstrate, prior to award the following: 1) Rigging/Heavy Lift Experience: satisfactorily performed and completed at least one (1) similar project using the same method of rigging which will be used on this project, between the year 2000 and the date established in this solicitation for receipt of bids. A ?similar? project shall be one that involved rigging with engineered lifts handling capacities of at least 100 short tons utilizing the same rigging procedure as the bidder has selected for performance of this project? and 2) Engineering/Design Experience: satisfactorily performed and completed at least one (1) similar engineering/design project between the year 2000 and the date established in this solicitation for receipt of bids. A ?similar? project shall be one that involved engineered lifts handling capacities of at least 100 short tons. The government will furnish the following: GFM-- a new SKF manufactured slewing ring bearing, studs, bolts, washers, and nuts GFE--25-ton portal crane, Skidmore Wilhelm bolt tension calibrator, and Hydratight Sweeney hydraulic bolt tensioner. All offerors responding will be required to print, complete and return the necessary number of hard copies of the solicitation, including Section K and any other clauses or provisions required to be filled in by the bidder, as well as attachments along with their bids.
