- Solicitation Number: N00421-04-R-0092. The Naval Air Systems Command Aircraft Division (NAVAIR AD), Patuxent River, Maryland intends to contract for a competitive, 100% small business set-aside, firm fixed price, commercial contract for the procurement of Enterprise AIRSpeed training, certification, implementation and sustainment support at a Naval Aviation Enterprise Level, to include Organizational (O), Intermediate (I), and Depot (D) Level Maintenance and the Supply System, as well as the associated interfaces. Enterprise AIRSpeed consists of an integrated blend of Theory of Constraints (TOC), Lean and Six Sigma concepts. The services to be obtained under this procurement will provide documentation on the design and development of the Naval Aviation Enterprise solution through the application of Enterprise AIRSpeed principles. This procurement will enable the Enterprise to properly size, manage, maintain, and move Naval Aviation assets to predictably achieve stated readiness goals and synchronize resource management in areas that directly impact readiness such as cost, schedule, and performance pressures. The North American Industrial Classification System (NAICS) code for this effort is 611430 and the Federal Supply Code is R419. This effort will be procured as a total small business set-aside.
