Description
Synopsis The U.S. Army Corps of Engineers, Kansas City District intends to issue a full and open competition solicitation on or about May 2, 2005 for renovations planned for the Specker Barracks Complex at Ft. Leonard Wood. NOTE: Any prospective offeror interested in obtaining plans and specifications for this solicitation must register on our website at: http://nwk-ebs.nwk.usace.army.mil/ebs/advertisedsolicitations.asp Contractors may view this solicitation and all amendments from the Internet. A fixed-price contract is contemplated. This complex is made up of 28 3-story barracks buildings and administrative buildings. Renovations include upgrading the electrical service and lighting within each building to meet the standards for student housin g, interior finishes to improve building appearance and maintainability, plumbing and exhaust upgrades to individual bathrooms, and HVAC system upgrade to bring indoor air quality up to ASHRAE and Army Preventative Medicine standards. Construction will be phased due to current and projected occupancy loads. The number of buildings that will be funded for renovation, as well as the number of barracks available to the prospective bidders for construction at any one time is still unknown at this time. This information will be provided to the bidders with the technical plans and specifications. This project is currently in the design phase. The exact scope of renovation work will be included in the technical plans and specifications This solicitation will be accomplished in two (2) phases. Phase 1 consists of an evaluation of proposals for technical approach, technical qualifications, past performance, and capability to perform the contract requirements. Phase 2 consists of pricing. Only those offerors who are evaluated as the most highly qualified in Phase 1 will be requested to submit proposals in Phase 2. Proposal requirements and submittal requirements for Phase 1 and Phase 2 will be included in this solicitation. Phase 2 requ irements may be amended after identification of most highly qualified offerors from Phase 1. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. The anticipated cost range is $25,000,000 to $50,000,000, which includes the base plus options. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). This solicitation will be available at our website as listed above on or about 01 April 2005. No additional med ia (CD-ROM, floppy disks, faxes, etc.)will be provided.
