Description
The US Army Research Development and Engineering Command (USA RDECOM), Natick Contract Division, in support of the U.S. Army Soldier System Center (USA, SSC), Kansas Street, Natick, MA 01760, intends to conduct negotiations and award a purchase orde r to Specialty Defense Systems of Pensylvania, Inc., a large business located in Dunmore, PA, on the basis of other than full and open competition in accordance with Federal Acquisition Regulation part 6.302-1. The NSC is seeking an individual to conduct New Equipment Training (NET) for the Modular Lightweight Load-carrying Equipment (MOLLE) system and items that integrate with it on an as needed basis for a maximum of 250 hours for a period ending 31 December 2006. This will include training troops on th e use of the MOLLE system, obtaining user feedback, and, suggesting improvements based on feedback, monitoring field tests, assembly of the systems in the field, and construction of suggested improvements. This contract will require travel to Army and Mar ine bases throughout the United States and overseas. A current passport is required. Training locations will be provided by the Government. The contractor will be required to make contact with training sites and set up all training arrangements with the unit. The offeror is required to have the following background, listed in order of importance: 1. A working knowledge of the Rapid Fielding Initiative, and the logistics that support it. Including points of contact from Central Issues Facilities thr oughout the United States military; 2. A background in public speaking/teaching; 3. A background in MOLLE manufacturing and sales of MOLLE accessories; 4. A working knowledge of the MOLLE system and legacy systems within the DOD including the All-Pu rpose Individual Carrying Equipment (ALICE), and Integrated Individual Fighting System (IIFS); 5. A working knowledge of military culture to include how military units within the Army and Marine Corps are organized. The FSC Code for this procurement is R499, The NAICS Code is 541690. This acquisition is subject to the availability of funds. THIS IS NOT A REQUEST FOR QUOTATIONS however, the Government will consider all quotations received within fifteen (15) days after date of publication of this announ cement. A determination by the Government not to compete this proposed purchase order based upon responses is solely within the discretion of the Government. Any information received will be considered solely for the purpose of determining whether to con duct a competitive procurement.
