Description

The U.S. Army Research, Development, and Engineering Command Acquisition Center (RDECOM AC) is seeking qualified 8(a), HUBzone, and Service Disable Veteran sources for performance under a Cost Plus Fixed Fee effort. Solicitation number W911SR-05-R-0 022 has been created for the effort entitled Operation and Maintenance of a Deployable Response and Graphic Operations Network (DRAGON) and other information technologies (IT). Although the resulting contract will be unclassified, the successful contrac tor shall have to meet Top Secret SCI requirements for personnel and facilities. Additionally, the contractor will be required to travel within and without the United States on a frequent basis. The objective of this effort is to establish connectivity w ith other DoD, Federal, State, and Local Emergency Centers to enhance response capabilities at all levels by complimenting existing mapping, modeling, and hazard prediction effort. The successful offeror shall have a staff that is highly experienced, educ ated, and skilled in information technology, information management, and information assurance/security. The following will be used: ORACLE database server; Deployable Response and Graphic Operations Networks (DRAGON); Geographical Information System (GIS ) Applications, to include tables and databases, ERDAS Imagine, ESRI ArcView and ArcIMS that displays in ArcIMS; Emergency Management Software, specifically, EMSe; mapping and modeling to include hazard prediction models as ALOHA, D2PC and HPAC; and, INTER NET WEB Administrator to operate and maintain the 20th Support Command Internet Service Provider client/server hardware and WEB Based applications. It is the Governments intent to award this contract based as a set-aside to the above listed contractor cl assifications in respective order.
