Description
The Department of Health and Human Services (DHHS) through the Division of Acquisition Management, Program Support Center intends to award a 12 month sole source simplified acquisition to Mid-Atlantic Crossroads (MAX), 8400 Baltimore Avenue, Suite 102, College Park, Maryland 20740, utilizing Federal Acquisition Regulations subpart 13.5, Test Program for Certain Commercial Acquisitions. The purpose of this requirement is to provide internet communications via the MAX network for the participating DHHS operating divisions and provide connectivity to the Internet2 Ablilene scientific network for the Food and Drug Administration. DHHS is in the process of fulfilling one of the Secretaries 5-year Information Technology Initiatives by consolidating all networks creating HHSNet and two Network Operations Centers. As a part of HHSNet Phase III, the consolidated network will support Internet communications for selected DHHS Agencies. DHHS intends to contract with MAX to purchase the following: MAX Commodity Internet 200mbsx70x12, Gig E Port, MAX Subscription Fee, INET2 affiliate membership and Abilene membership. This proposed requirement for which the Government intends to solicit only one source is under the statutory authority contained in 41 USC 428(a) as implemented by FAR 6.303-2 acquisition under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996) or the authority of the Services Acquisition Reform Act of 2003. Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; therefore, requests for such document will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 5 days from the date of this synopsis, the Contracting Officer will proceed with the award to MAX. The NAICS code is 516110.
