Description
The National Center for Toxicological Research (NCTR), a Center within the Food and Drug Administration (FDA), as a component of the Department of Health and Human Services (DHHS), announces the initiation of an A-76 study of its Operation and Maintenance of Facilities Services function. The function is currently performed at the Jefferson Laboratories Complex (JLC) in Jefferson, Arkansas. The facilities consist of approximately 1,000,000 square feet of floor space, of which about 80 percent has been renovated and converted for administrative, research and research support. For your convenience we have attached an equipment listing and building lay-out. The equipment listing is representative of the types of equipment covered by the scope of work. The study will be conducted using Streamlined Competition procedures. The following activities make up the Operation and Maintenance of Facilities Services scope of work: 1. Work Management System ? a. Operating Plan b. Automated Management Procedures c. Stock Store Operation 2. Craft Shop Services ? a. Electrical Shop Services b. Metal Working Shop Services c. Instrumentation Shop Services d. Carpentry and Masonry Shop Services 3. Maintenance, Alteration, and Repair of Buildings, Equipment, and Structures ? a. Preventive Maintenance of Buildings b. Remedial Maintenance and Alteration c. Decontamination 4. Steam Generation and Distribution ? 5. Natural Gas, and Fuel Oil Pumping and Storage System ? 6. Water Pumping, Treatment, Storage, and Distribution 7. Waste Water Plant and Sewage System - a. Environmental Requirements b. NPDES Permit 8. Grounds Maintenance 9. HVAC and Refrigeration Systems and Equipment 10. Electrical Plant and Distribution 11. Compressed Air and Distribution 12. Pest Control a. Insect Control b. Animal Pest Control 13. Preventive Maintenance Program 14. Housekeeping Services 15. Operation of the Energy Management Systems 16. Janitorial Services The Incumbent Service Provider are commercial contractors with private sector employees. The amount of time expended by the persons that is within the scope of the Operation and Maintenance of Facilities Services function is equal to approximately 57 full time equivalents. The Competitive Sourcing Officer for this study in Mr. Ed Sontag, DHHS. The Contracting Officer is Priscella Sullivan, OFFAS. The Agency Tender Official is Jeanne Farr Anson, NCTR. The projected end date of the competition is August 23, 2005. NCTR is seeking qualification statements from all interested commercial and governmental entities. Please address, as a minimum, the following questions in your response: (1) Indicate the size of your firm; (2) What experience and knowledge does your firm have in the operation and maintenance of a complex research facility? (3) What specific and specialized experience does your firm have in the protection of occupants, structures, equipment and on-going research while performing alteration work in occupied laboratory environments? (4) What experience and understanding does your firm have of the operation and maintenance of utility systems, i.e., Steam generation and distribution, Water pumping, distribution, treatment and storage, Waste water treatment and sewage systems and Electrical plants? (5) Does you firm have at least 3 years of experience in the operation and maintenance of an American Association of Accreditation of Laboratory Animal Care (AAALAC) accredited research facility? NCTR would also like to know if there is any aspect in the scope of work that, in your opinion, makes this an inappropriate structure for grouping these operation and maintenance support tasks. The applicable North American Industry Classification System (NAICS) Code is 561210 and the size standard is $30.0 million.
