Description

The 45th Contracting Squadron intends to negotiate a contract on a sole source basis with Dynamics Technology, Inc., for Multi-Phenomenology Source Term and Propagation Modeling. The primary objective of this effort is to develop an integrated modeling suite for prediction and characterizing multi-phenomenology signals emanating from equipment and facilities. The modeling suite will consist of imported facility models, source term models, and multi-phenomenology propagation models. The architecture will allow for the easy integration of future source term and propagation models. The sole source acquisition is justified under 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Evaluation of the contractor’s unique capability and existing products, concluded that the highly specialized effort required is available from only one source. A cost-plus-fixed-fee contract is contemplated with one-year basic contract period and a 1-year option period. This effort would require both a facilities and storage capability of at least the SECRET NO FOREIGN level, and the ability to support secure communication capabilities at the SECRET NO FOREIGN level. The applicable North American Industry Classification System (NAICS) code and size standard are 541330/$23.0 million. Reference Note 22 Applies to this synopsis.
