Description
REQUEST FOR INFORMATION DESCRIPTION. The U.S. Army Recruiting Command (USAREC) intends to use civilian contract employees to augment the active duty recruiting force. These contract recruiters will fill vacancies at recruiting stations throughout the continental United States. The government requests information and comments on best practices and improvements in USARECs current practices in contracting for these services. The Government is considering the addition of a minimum of 25 personnel with a potential requirement of u p to 1000 contract recruiting personnel. The contractor would provide highly motivated, qualified recruiters that are high school graduates, have a valid drivers license, meet moral qualifications, possess good inter-personal skills, possess organizational skills to schedule, coordinate, and mana ge both time and recruiting leads, and who possess (or can obtain) a thorough knowledge of the Army as an institution and what it has to offer. Qualified personnel will be proficient with and operate government owned audio-visual equipment and possess com puter skills with basic knowledge of MS Office 2000. The contractor will enforce high standards of personal hygiene and professional appearance, will maintain integrity throughout the recruiting process, and will fully understand and apply the regulations that govern Army recruiting. The contractor will maintain appropriate levels of vehicular and liability insurance and ensure vehicles are operated consistent with traffic laws and regulations. The Government will provide training to contractor personnel on Army recruiting and associated initiatives. The Government will designate work locations and recruiting zones for contract recruiters, and provide points of contact in the local recruiting or ganization for support and coordination. The Government is seeking valued input from interested parties to develop optimal contracting documents in support of this requirement. Request interested parties submit any relevant information addressing the issues set forth below in response to this Re quest for Information. Complete replies are not necessary at this stage in the development of the anticipated procurement. 1) Opportunities for multiple awards permitting contract(s) award on a regional basis. 2) Suggested contract terms that would encourage contractor participation in future contract(s) solicitations for this service. 3) Pricing models for price schedule for the contract(s), with pricing providing appropriate incentives for accessions and quality marks required for recruits entering the Army. 4) Recommendations on contract(s) type and appropriate terms and conditions, including Government-furnished support. 5) Recommendations on Implementation plan.
