Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Reference number 2F2P3C35082A200 is issued as a Request for Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Regulation. This acquisition is unrestricted. Proposals are to be priced as follows and in accordance with the Statement of Work; Contractor shall provide all labor, tools, parts, materials, facilities, and transportation necessary for the following requirements. CLIN 0001 Provide Microsoft Sharepoint Consultant Services in accordance with the Statement of Work for a contract term of one year, with approximately 72 seperate hours of support. Consulting may be done by phone or may be required to come to RAF Lakenheath to assist. Technical criteria must be met in order to be considered for contract award. Award will be made to the lowest price proposal meeting or exceeding technical requirements. No tradeoffs are permitted. Bids shall be received not later than 2359 (11:59 p.m.) GMT, 25 April 2005. Bids may be received via e-mail or fax. FAR provision at FAR 52.211-6 Brand Name or Equal, applies to this requirement. If quote is for an ?equal? product, specifications of the item must be included in quotation. FAR provision at FAR 52.212-1, Instructions to Offerors- Commercial, applies to this RFQ with the following addenda: paragraph (i) of this provision does not apply and change paragraph (c) from 30 calendar days to 60 calendar days. Each offer submitted will be evaluated separately. Far provision 52.212-2, Evaluation ? Commercial Items, applies to this RFQ with the following addenda: Paragraph (a) is filled in with (1) Technical Specifications (2) price, in descending order of importance. Offerors shall include with the submission of their offer a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items. STATEMENT OF WORK FOR CONSULTANT SERVICES, 48FW.COM PORTAL I. BACKGROUND US Air Force in Europe (USAFE), 48th Fighter Wing at RAF Lakenheath UK, has undertaken efforts to pilot new technologies that would enable military personnel to access information assets, collaborate on the content efficiently, and facilitate the publishing of new content to the intranet and extranet. The 48th Communications Squadron (48th CS) is requesting a consultant for efforts to maintain upgrade architecture and sites for the military intranet/extranet and Family Portal. Upgrade will include but is not limited to: creation of web parts, design/aesthetic changes to the portal, and search capability troubleshooting of current setup. II. OBJECTIVE/SCOPE The objective is to provide the 48th CS with a consultant for future development, and maintenance of Lakenheath?s portals. The objectives of the Lakenheath intranet/extranet and Family Portal are to: Provide geographically dispersed users access to team sites Improve the ability to capture, retrieve, and reuse assets Improve collaboration through flexible document management, versioning and publishing Provide portal availability, scalability, reliability and manageability Establish portal standardization Optimize and enforce disk storage Simplify portal administration and management Safeguard digital information from unauthorized use The technologies that may be part of this effort include, but are not limited to: Windows SharePoint Server Live Communication Server Visual Studio .NET/.NET Framework and XML Web Services Exchange Server and Outlook SQL Server III. TASKS Consultant shall perform the role of the technical consultation for Intranet and Extranet, overseeing the technical difficulties/support of the site; providing knowledge transfer and technical recommendations/assistance; and future development. Addditionally, the consultant will incorporate best practice (from other AF activities, as well as other government and commercial activities) as part of this effort. Consultant shall also assist with the following tasks identified below in support of 48th CS at RAF Lakenheath UK: 1. Configure and Deploy Software IAW AFI 33-129 & AFI 33-115 v1&2: When upgrades are needed consultant shall assist 48th CS personnel in the evaluation, configuration refinement of the site environment. 2. Development IAW AFI 33-129 & AFI 33-115 v1&2: Consultant shall assist 48th CS personnel in the customization of web parts, site templates, list templates; search/indexing configuration, taxonomy, and security setting/practices. 3. Test IAW AFI 33-129 & AFI 33-115 v1&2: Consultant shall assist 48th CS personnel in testing any new solutions/upgrades in the 48 CS testing lab. IV. DELIVERABLES Consulting services will be performed in a professional manner, and shall provide the following deliverables to 48th Communications Squadron: Task Status Reports ? report activities to 48 CS, format can be determined by consultant. Administrative template changes Best practice for team sites management/administration Technical solution documented for future training on task performed V. PLACE AND PERIOD OF PERFORMANCE The contractor is required to perform consulting work on a tasking basis and may be required to be on-site depending on the need by 48th CS, Web Administration. Minimum required on-site response time is 24 hours upon notification. The contractor shall perform consultant duties primarily at RAF Lakenheath and RAF Feltwell UK. Any off-site work shall be coordinated and approved with the 48th CS, NCOIC, Web Administration. VI. GOVERNMENT FURNISHED EQUIPMENT Office space, office supplies, and a computer system will be provided to the contract consultant.
