Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR SUPPLY CHAIN OPTIMIZATION UNIVERSAL TOOLKIT (SCOUT). The Air Force Research Laboratory (AFRL/MLMT) intends to initiate award discussions with the intent to make an award, based upon other than full-and-open competition (in accordance with FAR 6.302-5(b)(6) / 15 U.S.C. 657a), to Killdeer Mountain MFG., Killdeer, North Dakota, a Small Business, SBA Certified Hub Zone Firm. The primary objective of this effort is to establish the application and deployment of Integrated e-Lean, e-commerce and Radio Frequency Identification (RFID) tools in support of Air Force Weapons Programs to enhance supply chain capability and responsiveness. There are three main technology areas that shall be melded into one overall technical effort; 1.) State of the art lean and six sigma practices and principles, 2.) State of the art e-commerce practices and principles, and 3.) State of the art RFID technology practices and principles. These three individual technologies shall be encompassed into one toolkit to be developed for use by DOD suppliers. Entities who meet the criteria for / or are a SBA Certified Hub Zone Firm, Small Business and who are capable of providing the services stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above within 15 days after publication of this synopsis. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis, and will not be considered.
