Description
SYNOPSIS The Federal Aviation Administration (FAA), Global Positioning System (GPS) Program Office (ATO-W) has a requirement for Flight Management System (FMS) software enhancements and system integration for the FAA Challenger 604 aircraft and a modification package. The Wide Area Augmentation System (WAAS) for this FMS is provided by the Multi-Mode Receiver (MMR) to support flight inspection of WAAS procedures in the National Airspace System (NAS). Rockwell Collins (RCI), Cedar Rapids, IA, is the manufacturer and has proprietary rights to the FMS, MMR, and other avionics software and hardware installed on the FAA's Challenger flight inspection aircraft. In addition, Rockwell-Collins is the only source that has the trained personnel and the essential proprietary software code to integrate the curved path LPV system with the RCI FMS installed in the CL-604 aircraft. The FMS software was developed by RCI at its own expense and no other source has the rights to the FMS software code. Due to the proprietary nature of the software modification being made to Rockwell Collins independently developed system hardware, the FAA does not have the rights in data to provide any other vendor a data package that would or could be used for a competitive acquisition as such, no additional effort has been made to solicit offers. Rockwell Collins has extensive knowledge and expertise with respect to the WAAS Minimum Operational Performance Standards (MOPS) and equipment certification suitable for installation in CFR Title 14 Part 25 aircraft. The intent of the WAAS program office is to certify WAAS Lateral Positioning with Vertical (LPV) approaches to encourage WAAS adoption by regional airlines. The Collins Equipment that this software operates on provides the Unique flight inspection functionality must be implemented in the FAA Challenger 604 to comply with operational requirements. The WAAS FMS LPV functionality will provide Flight Inspection Aircraft (FIA) with a WAAS flight inspection capability and a potential truth source. It will also provide the FAA flight inspection aircraft with WAAS horizontal and vertical positioning. WAAS LPV supports future growth toward curved path LPV.
