Description
The National Institute of Child Health and Human Development (NICHD) seeks sources interested in the design and development of scientifically and technologically robust multiplexed screening assays that can be automated and utilized in a high throughput environment for newborn screening. NICHD will consider organizations that are capable of performing high-risk, high-gain research for a full range of technologies that include, but are not limited to, chip technologies, microbead technologies, nanotechnologies, microfluidics, DNA arrays, biophysical assays, and/or RNA-based or proteomic-based technologies. The response should provide insight on the organization?s capabilities to develop technologies that test for genetic conditions, such as inborn metabolic disorders, hematological disorders, congenital endocrinopathies, lysosomal storage disorders, chromosomal disorders (e.g. Fragile-X syndrome), or those characterized through control mechanisms of gene expression (e.g. epigenetics). In preparing for this response, please review the ?Newborn Screening: Toward a Uniform Screening Panel and System? report (http://mchb.hrsa.gov/screening/) recommended by the Secretary?s Advisory Committee on Heritable Disorders and Genetic Diseases in Newborns and Children. The respondent should consider its capability to determine the following issues surrounding the development of the technology: 1) its utility for newborn screening for conditions currently screened within the United States (including its predictive value, sensitivity and specificity); 2) its efficacy of newborn screening for conditions currently screened, comparing the new technology with traditional or alternative techniques; 3) its flexibility (i.e., ability of the technology to be sufficiently and inherently flexible to facilitate expansion of its multiplexing capabilities to include new conditions in the future); 4) its potential for streamlining and full automation to be suitable for population screening; 5) its appropriateness, based on the framework of established screening procedures; and 6) its potential risks and benefits (e.g.. ability to detect genetic variance, clinical heterogeneity, carrier status.) Responders should also consider using a multidisciplinary approach when responding to this announcement. Any prospective Offerors who feel they can achieve the objectives of this program should submit a brief response (no more than 10 pages) that demonstrates their capabilities to address the areas above. In addition please provide the business size status of the organization (i.e. educational institution, non-profit, large business, small business, 8 (a), or other corporate or non-corporate entity).
