Description
RFP is currently available at http://rcb.nci.nih.gov. Request for Proposals (RFP) N02-CN-55011-02, titled: Division of Cancer Prevention (DCP) Protocol Information Office (PIO) Operational Support. The National Cancer Institute, Division of Cancer Prevention (NCI/DCP) is seeking proposals from qualified Small Business organizations that have the ability to meet mission-based performance goals of emphasizing preventive health measures, improving health outcomes, improving the quality of care, and advancing scientific and medical research by achieving the following outcomes: (1) Facilitate the development of quality clinical trials in the most efficient and expeditious manner possible. (2) Minimize the administrative burden related to clinical trial development, implementation and oversight on DCP staff and the extramural community. (3) Maintain clinical trials information in the DCP Enterprise System Knowledgebase (DESK) and its’ PIO portal, Protocol Information Management System (PIMS) to support DCP program management, evaluation and planning. Offerors must demonstrate the ability to streamline the document processing time and ensure that all clinical trials data is abstracted into DESK in a standardized, timely and accurate fashion. As part of these activities, the PIO also has an objective to improve information exchange, improving DCP staff ability to more effectively perform work as clinical trial sponsors and to ensure PIO’s ability to uphold DCP’s regulatory and financial responsibilities. Standards include timely, consistent and quality document reviews and quick response to the changing needs through timely management of protocol revisions and amendments. Finally, PIO has an objective to have active, verifiable quality control and audit procedures that will provide an accurate assessment of performance objectives, their measures and how well they are indicating the quality of service being provided and being used to actually improve service to PIO. The contract awarded as a result of this solicitation will be a Small Business Set-Aside, Cost-Reimbursement Term (Level of Effort) type. In addition this is a Performance Based contract using Award Term for years 4 and 5. The Contractor shall furnish services, qualified personnel, material, equipment compatible with NCI systems, and facilities not otherwise provided by the Government under the terms of this contract, as needed to perform the requirements set forth below. It is anticipated at this time that this project will require approximately five (5) full-time contractor personnel. The work scope of this RFP is divided into five different task areas. The task areas are fully integrated and cohesive. Offerors are required to respond to all task areas of this RFP as one package. The five task areas are: Task 1: DESK-PIMS document abstraction; Task 2: File Management; Task 3: Clinical trial review support; Task 4: Manage People and Organization Data in PIMS/DESK; Task 5: PIO operational support. The code for this project based on the North American Industry Classification System (NAICS) is 541690. It is anticipated that this RFP will be available ELECTRONICALLY by 12/23/2004.
