Description
SCOPE OF WORK PROCUREMENT FOR ADVISORY AND ASSISTANCE SERVICES BY NON-GOVERNMENTAL SOURCES FOR THE MADAGASCAR MINISTRY OF TRANSPORT PROJECT TITLE: MADAGASCAR: MINISTRY OF TRANSPORT PORT ADVISORY AND PROCUREMENT ASSISTANCE. 1 SCOPE OF WORK The U.S. Trade and Development Agency (USTDA) requires services under this non-personal services Contract to provide advisory services, including French-language interpretation services, to the Madagascar Ministry of Transport (MMT) in their review of proposals for a USTDA-funded port study. The Contractor shall provide assistance to MMT, which will include: 1.1 After reviewing all of the proposals received for this tender, provide French language clarification of the proposals (submitted in English) to the MMT review committee as per their needs; and 1.2 Facilitate the selection committees understanding of the proposals by providing technical advice and clarification to the committee upon request. It is expected that the Contractor will travel to the region shortly after contract award, and will be in-country until the Malagasies have made their selection or no longer require the assistance of the Contractor, whichever comes first. We estimate total time in-country to be about 2.5 weeks. The Contractor will be fluent in French and will have experience with the port sector to sufficiently provide translation and clarification for this tender. The Contractor will also provide a basic report to USTDA, which will: 1.3 Outline the assistance provided and the results of the work completed, including a full itinerary outlining travel and work completed. 2 DELIVERY & PERFORMANCE REQUIREMENTS 2.1 KICK-OFF DISCUSSION WITH THE USTDA PROGRAM OFFICE Upon award, the Contractor shall contact USTDAs Contracting Officers Technical Representative to schedule a conference call to discuss details of the Contract assignment. 2.2 USTDA RESPONSIBILITY USTDA will advise the U.S. Embassy in Madagascar and MMT of the Contractors proposed travel itinerary prior to departure and provide the Contractor with names and addresses of appropriate host country officials with who they will assist. The Contractor will require a Country Clearance Cable issued by USTDA. 2.3 CONTRACTORS HOST COUNTRY TRAVEL The Contractor shall travel to the host country to provide advisory assistance to the MMT review committee. The Contractor shall contact the Economic Section at the U.S. Embassy upon arrival and prior to departure for briefing and debriefing meetings, should the Economic section so desire. The Contractor is responsible for arranging hotel accommodations and transportation. In some cases, the Contractor may need to contract with a local entity to assist with these logistics. 2.4 USTDA REPORT OBJECTIVES The Contractor shall provide USTDA with documentation that outlines work completed, omitting any confidential information to the tendering process. The Contractor shall also briefly describe the timetable of the review and any information that would be relevant to demonstrating the extent of the involvement of the Contractor in the process. Section 3 of this solicitation outlines the requirements in detail. 3 TECHNICAL ASSISTANCE FINAL REPORT 3.1 EXECUTIVE SUMMARY (1-2 PAGES) The Contractor shall submit an executive summary of the contracted assistance. 3.2 PROJECT DESCRIPTION (3-5 PAGES) The Contractor shall submit a description of the work completed for this project, including a full itinerary of the Contractors travel and work completed. All information confidential to the tender should be excluded in the report, but the report shall provide enough detail to evidence the Contractors completion of the Scope of Work. 3.3 CONTACTS The Contractor shall submit a list of individuals contacted during the Technical Assistance, with their addresses, phone and fax numbers, and e-mail addresses. 4 CONTRACTOR INTERIM STATUS REPORTING AND DELIVERABLES The Contractor shall provide verbal updates to the COTR when necessary. The deliverables may also take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, interim and final reports, or other oral or written work products needed for successful performance. 5 FINAL REPORT ? COTR APPROVAL The final report shall incorporate all mutually agreed upon material and revisions. The report shall include any supporting documentation. It shall be grammatically and factually correct in all respects, internally consistent, and all statements and tables shall be clear and easily understood by a competent reader, and contain no typographical errors. Upon notification from the COTR that the report is considered acceptable, the Contractor shall submit two (2) copies, and one (1) unbound original to USTDA. All reports must be paginated and submitted in Microsoft Word on a 3.5-inch disk or on a CD-Rom. The Contractor shall also submit the report to the COTR as an e-mail attachment, and also in Microsoft Word format. 6 PROJECT DESCRIPTIONS AND PROFILE USTDA is seeking to hire an expert to travel to Madagascar to provide advisory assistance to the Madagascar Ministry of Transport for their review of the proposals for the USTDA-funded Mahajanga Barge Lightering Project Feasibility Study. In FY2004, USTDA provided grant funding for the Mahajanga Barge Lightering Feasibility Study in the amount of $374,250. The grant was since competed through FedBizOpps, and the Ministry of Transport received eleven bids for the project. The Grantee has found that it does not have enough English-speaking staff to be able to review the bids in a reasonable time-frame, and has requested USTDA assistance to provide an advisor to their review committee to assist particularly with the language barrier. Madagascar is a francophone country with a limited English knowledge base. Together with the Grantees bid review committee, the selected consultant will review each of the eleven proposals received by the Ministry of Transport for the Mahajanga Barge Lightering Project Feasibility Study, funded by USTDA. The primary responsibility of the consultant will be to provide language clarification to the review committee during their review process. The consultant may facilitate the committees understanding of certain points of the proposals by providing technical advice to the committee upon request. The consultant should be involved with the process until the Grantee is able to make a selection or has all of the clarifications needed to do so, whichever comes first. The consultant will be fluent in French and will have experience with the port sector to sufficiently provide translation and clarification for this tender. The consultant will be expected to travel within approximately two weeks of selection to Madagascar to conduct the assistance. It is expected that the assistance will take approximately 2.5 weeks; the consultant should expect to be in-country for this entire period of time. The consultant will be required to provide a short report outlining his/her work and the results of this work before a final invoice can be paid by USTDA. 7 PROPOSAL FORMAT AND CONTENT Proposal sections and pages shall be appropriately numbered and the proposal shall include a Table of Contents. Offerors are encouraged to submit concise and clear responses to the RFP. Proposals shall contain all elements of information requested without exception. Offerors shall submit one (1) original and three (3) copies of the proposal. Faxed proposals will be accepted. 8 AWARD CRITERIA Individual proposals will be evaluated by USTDA. The selection of the Contractor will be based on the following criteria: French Fluency, including technical fluency in the port/transport sector (55%) Experience with the port and transportation sector (25%) Experience with providing procurement advisory assistance (10%) Price (10%) Proposals which do not include all requested information may be considered non-responsive.
