Description
NAICS Code: 541990 The United States Environmental Protection Agency, under the Simplified Acquisition Procedures of FAR Part 13, is soliciting competitive offers for a current student (in good standing enrolled in a degree program, not necessarily carrying a full course load, but pursuing a degree at a recognized educational institution) to provide personal services under a contractual agreement to support the National Homeland Security Research Center (NHSRC) of EPA's Office of Research and Development. The Fiscal Year 2003 Consolidated Appropriations Resolution authorized ORD to acquire personal services through temporary or intermittent recent graduate/student services. The student contractor shall perform a variety of administrative duties for the NHSRC's Quality staff, which includes the responsibility for the receiving and conducting cursory review of Quality Assurance Project Plans (QAPP). In addition the student contractor shall provide support for the development of various types of QA reports and review checklists, review of QA documentation for completeness and adequacy of information, maintain and update a QA tracking database, and maintenance of applicable documents and records. All records and data generated under this order shall become the property of the Environmental Protection Agency. The student must be enrolled in a university pursuing a degree in science, engineering, or related curriculum; possess a working knowledge of Microsoft Word, Excel and PowerPoint; demonstrate ability to maintain a variety of files and documents; possess good written and oral communications skills; and be a citizen of the United States Applicants must agree to a background check, FBI fingerprint check, and suitability determination by the EPA. The student shall sign and date the Student Acknowledgment of Special Terms before work under the contract commences. The student will be required to register with Dunn & Bradstreet and register with the Central Contractor Registry (CCR). This work is expected to begin approximately June 01, 2005, for a period of twelve (12) months through May 31, 2006, anticipating 20-40 hours per week, approximating 998 total hours, thereafter to include an optional performance period of an additional 12 months through May 31, 2007, for an additional 998 hours, at the discretion of the EPA . Extension or continuance beyond 24 months is prohibited. The hourly rate for this position is set, as follows: $11.74 per hour, for students who have completed one (1) year of college; $13.19 per hour for students who have completed two (2) or more years of college.
