Description
NAICS Code: 54 In accordance with FAR subpart 13.106(b), the U.S. Environmental Protection Agency (EPA) seeks to award professional services on a sole source basis to Professor Delbert J. Eatough of Brigham Young University based on the following circumstances outlined below that only one source is reasonably available. This requirement is to provide professional services for the project titled, "Measurement of Nonvolatile and Semivolatile Components of Secondary Organic Particulate Matter". This project deals with Particulate Matter (PM) that is suspended in the atmosphere which consists of a nonvolatile (NV) component and a semivolatile (SV) component. The contractor will have to possess an instrument that is capable of measuring both the nonvolatile and semivolatile components of organic PM and bring it to the EPA: set up the instrument so that it can sample from the EPA smog chamber, train the EPA staff in operation of the instrument; leave the instrument for the EPA staff to operate for 2 to 3 weeks; reduce and quality assure the data; provide EPA with a data report; and provide EPA with an interpretive report that can form the basis of an EPA report or journal article. The U.S. EPA-National Center for Environmental Assessment Office in Cincinnati, Ohio is only aware of one source that is reasonably available for this project. EPA requires a device that measures the SV and NV components of Organic Carbon (OC) PM so that they can compare the new data to other measurements of OC in particles generated in the EPA smog chamber. Professor Eatough and coworkers have developed a new two channel technique for measuring both the SV and NV components of OC PM. Professor Eatough's group at BYU is the only research group that has the necessary equipment; staff trained and experienced in use of the equipment, and has demonstrated competence in measuring SV PM and in understanding the role of SV PM in air pollution. The unique experience and capabilities that Professor Eatough and his group at BYU possess are essential to the timely completion of this project. Interested parties who feel that they possess the capabilities to perform the services described above, should provide a capabilities statement demonstrating how their qualifications, experience, and ability to provide a device that measure SV and NV components of OC PM fulfill the government's requirement. A statement of work and any other applicable documents will be made available upon request. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation must be received within fifteen (15) days after the date of publication of this synopsis to be considered by the EPA. A determination by the EPA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
