- This synopsis is hereby modified as follows: The Government intends to negotiate an Indefinite Delivery, Requirements type contract with firm fixed prices for drink and snack vending machines and vending machine accessories in support of the Navy Exchange Service Command (NEXCOM) Ships Store Program, Virginia Beach, VA. The Government intends to use these items onboard the Naval Ships. The Contractor shall provide instructional video training tapes upon request from individual ships and NEXCOM Fleet Assistance Team offices. Training for deploying battlegroups is to be provided by the contractor at no charge when arranged by NEXCOM Fleet Assistance Teams. Onboard training is to be provided during service calls per individual ships' request. Due to shipboard drink and snack vending machines and vending machine accessories being in operation around the world, it is frequently difficult for ships to reach the contractor for repair and maintenance assistance. Therefore, it is desired that the contractor provide the following minimum access: the Contractor must provide information on all equipment, specifications, brochures, replacement part prices, etc. available via the world wide web, response to email requests for assistance, and toll free telephone number(s) from at least the United States, Bahrain, Italy, Japan, Spain and United Kingdom. The Contractor shall offer repair and maintenance services to every major world wide port area. The period of performance is for one base year with four (4), twelve-month option periods. This procurement is set aside for small businesses. The North American Industrial Classification System (NAICS) code is 423440. The solicitation number for this procurement is N00189-05-T-0221 and will be released on or about 25 April 2005. Responses to this solicitation are due back by 10 May 2005, 4:30 p.m. All quotes will be evaluated based on technical, past performance, and price. Technical proposals will be evaluated Pass/Fail. Past performance is more important than price. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.fedbizopps.gov. This office will no longer issue hard copy solicitations. By submitting a proposal, the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make an offeror ineligible for award.
