Description
The Naval Air Systems Command, Headquarters Division, Patuxent River Maryland intends to solicit a contract with McDonnell Douglas Corporation, a wholly owned subsidiary of the Boeing Company, for the Advanced Mission Computer and Displays (AMC&D) sustaining System Support Activities on a Cost Plus Fixed Fee (CPFF) basis. The contract will also include Time and Materials (T&M) and Firm Fixed Price (FFP) efforts for the repair of AMC&D Engineering and Manufacturing Development (EMD)/Test Assets (domestic and allied), engineering support for system software investigations and aircraft integration, studies for future integration, and obsolescence redesigns at the system level. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only One responsible source and no other supplies or services will satisy agency requirements." Boeing is the sole developer and integrator of the AMC&D system which is a GFE product to the F/A-18E/F and AV-8B aircrafts; no other supplier has the knowledge, capability, or technical expertise to perform the tasks associated with this sustaining systems-level activity procurement. The scope of work encompasses the continued support of the AMC&D system developed under the existing sole source contract (N00019-00-C-0307) with McDonnell Douglas Boeing, as well as engineering support to include engineering investigations, OFP code training, repair investigations, engineering change proposals, integration and testing, spare and repair parts, engineering technical support, and obsolescence management. Study and redesign efforts will include, but are not limited to, studies to evaluate new or modified platform integrations and redesigns to deal with identified obsolete parts. It is anticipated that a base period plus four option years contract will result from this procurement. A maximum level of effort is estimated at 295,000 hours. Award of the proposed contract is anticipated to be made on or before March 2006. This is an announcement only regarding a sole source acquisition; there is no solicitation currently available. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which will be considered by the Naval Air Systems Command. Inquiries may be directed to Ms. Dee Peters at (301) 757-5908 or dee.peters@navy.mil. See numbered notes 22 and 26.
