Description
The Utility Helicopters Project Office (UHPO) is seeking information from sources that feel they are capable of providing off the shelf alternatives for an External Rescue Hoist for the HH-60M Helicopter. The hoist must be able to raise and lower pe rsonnel and material from an airborne helicopter in a medical evacuation/search and rescue situation. At a minimum, the hoist must meet the following requirements: The rescue hoist system must be powered by an electric motor and shall include a hook asse mbly to allow the operator to attach and detach loads. The rescue hoist system shall provide a conductive path from the hook to the support structure interface in accordance with MIL-STD-464. The rescue hoist system shall automatically stop retracting th e cable at the fully payed-in position and shall automatically reduce the velocity of the retracting cable speed when ten (10) feet of cable remain to be payed in. The rescue hoist system shall automatically reduce the velocity of the cable when five (5) feet of cable remain to be payed out and shall stop and hold the cable in any position between full-in and full-out when commanded by the pilot or crewmember. The cable shall be a non-rotating type in accordance with MIL-W-83140. The initial and final 20 feet of cable shall be permanently colored bright orange to indicate visually the full extension or retraction of the cable. The rescue hoist system shall reel out and reel in the cable without fouling or kinking and shall raise and lower static and dyna mic loads weighing up to 600 pounds. The rescue hoist system shall have no less than 250 feet of usable cable and shall lift all loads at a variable speed from zero (0) to no less than 215 feet per minute. The rescue hoist system shall provide the pilot and the crewmembers the means to cut the hoist cable. The rescue hoist system shall provide the crewmember with an indication that the electric hoist motor has exceeded temperature safety requirements. The rescue hoist system shall meet the safety standa rd requirements of MIL-STD-882. The rescue hoist system operator interfaces (pilot and crew controls), shall be compatible with Class A, Type I, NVD technology in accordance with MIL-STD-3009. The rescue hoist system shall not preclude the HH-60M from me eting the Environmental Conditions Requirements of AVNS-PRF-10002, Section 3.2.6. The rescue hoist system shall meet the E3 requirements of AVNS-PRF-10002, Section 3.3.2. The UHPO intends to test hoists determined to meet the stated requirements under th e Defense Acquisition Challenge Program (DACP) with intent to purchase the hoist that is best suited for the stated requirements, pending successful qualification testing. A minimum procurement of 300 units is projected at this time. Vendors having a pro duct that meets or exceeds the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Interested firms must respond in writing or by email to the identified point of contact. All responses must be rece ived by 25 April 2005. Oral communications in response to this notice are not acceptable. Please include your business status (Large, Small, Small Disadvantaged, Woman-owned, etc.) and indicate any intellectual property rights issues pursuant to your pro duct. Respondents will not be notified of the results of the evaluation. Res pondents deemed fully qualified will be considered in any resultant solicitation for this requirement.
