Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is requested, and a written solicitation will NOT be issued. The purchase request number is S5180425BASIC. The solicitation incorporates provisions and clauses as those in effect through Federal Acquisition Circular 01-05. DESCRIPTION: Manager position for the MacDill Family Resource Center. The MacDill Family Resource Center (MFRC) provides services to active duty and retired personnel fom all services branches, DOD civilains and their families. Work will be performed at the MacDill Family Resource Center 710 Oakfield Dr. Suite 153 Brandon, Florida 33511. The Manager is responsible for the operation of the MFRC, fostering a close working relationship with the Brandon Chamber of Commerce. The manager will provide all administrative oversight and management of the facility to include the supplies and equipment that is used to provide support to the active duty and retired military personnel from all branches of the United States Armed Services. The Manager will be responsible for: o Providing direct support for unit providers and volunteers o Preparing and distributing all publicity concerning the MFRC This includes submitting articles, schedules, etc in the base newspaper, local paper, flyers, tri-folds, commanders access channel and any other available media o Prepare, coordinate and distribute all schedule changes for the projected seminars, workshops, events, etc. at least monthly o Provide daily advice, guidance and support to customers o Analyze and recommend effective changes to the policies, procedures and regulations affecting the delivery of services, facilities management and customer service o Identify facility, maintenance, utility and waste management problems to the Quality Assurance Evaluator o Insure all fire, security and safety regulations are current and adhered to o Attend scheduled meetings/appointments for the purpose of planning, developing event schedules and coordinate activities associated with the MFRC o Posses a Notary Public Authority in the state of Florida or agree to obtain one within 30 calendar days of accepting the position o Train the volunteers on the MFRC equipment, procedures, policies and customer service o Ensure the facility is well kept, with focus on the children?s rooms o Accountability of items in the loan locker o Update the services required to meet the needs of the customers o Flyers are available and up-to-date o Learn and train other volunteers on income tax preparation and be prepared for the income tax season o Coordinate and work with 6th SVS Squadron on the formation of MacDill?s Aero Club o Ensuring MFRC web page data is correct o Manager must be competent in the following: Operating IBM compatible computers with Windows 2000, and above, and MS Office SuiteAnalyzing and resolving problems associated with facilities management and office equipment Oral and written communication, instructing others, and working effectively with a diverse population Be available in the MFRC during the established work schedule o Manager will be expected to work between 30 and 40 hours a week Normal work schedule is 0900-1600 Monday - Friday. Evening seminars may require the center to be open in the evenings or on Saturday. The additional hours of operation are established between the Manager and the unit provider. Manager will dress in appropriate business attire while providing services in the MFRC Manager will work under the supervision of the FSC Director, or Superintendent, in the Director?s absence Manager will notify the FSC Director or Superintendent at least five duty days prior to any planned absence. This requirement is given to allow the MFRC unit provider staff members the opportunity to plan their business activities without the availability of associated MFRC Manager support Manager should also be willing to seek certifications or certified instructors to expand classes available to the MFRC. (Examples are Red Cross CPR and Baby-sitting Certification courses.) o Manager is paid according to hours worked. Manager shall maintain a daily work schedule of activities in Microsoft Scheduler, consisting of but not limited to: Hours worked with a start and ending time, A listing of phone calls, location of outreach visits with contact name and phone number, Mileage for outreach visits each day with a start and ending time, Client appointments, administrative accomplishments, to include but not limited to: o Filing and typing correspondence, preparing reports, etc Annotate time not worked in Scheduler. The scheduler is subject to be reviewed each work day. A copy of each daily schedule shall be provided the Director and/or Superintendent o Manager will submit, Net 14 billing invoices to FSC Superintendent In addition to basic services listed above, the MFRC provides a resource center to assist customers seeking employment opportunities, relocation assistance, financial information, and email links. The resource center computer equipment is available for all authorized customers. A variety of classes, seminars, and workshops are available on an as needed or requested basis. A videoconference capability is available for deployed service members and their families. KNOWLEDGE SKILLS ASSESSMENT NAME:___________________________________________________________ 1. This position requires use of computers. Please clarify your computer knowledge and experience in relation to this position. (25%) 2. This position requires an individual to be self-motivated and self-disciplined and can work with very little supervision. You must be able to meet any established suspense while taking care of your clients, their children, and volunteers. What training or job experience do you have in these areas? (25%) 4. Have you been a volunteer at the MacDill Family Resource Center, organized special functions, been a voluntary income tax advisor, or are you a Florida notary public? (25%) 5.
