Description
This is a request for information only. It is not a solicitation nor does it guarantee a solicitation will be issued. The 99th Contracting Squadron, Nellis AFB NV, is conducting market research for technical maintenance support of the 547th Intelligence Squadron?s (547 IS) Threat Training Facility (TTF). The Threat Training Facility houses multiple deactivated weapons systems (see description of Threat Training Facility at http://www.nellis.af.mil/TTF/index.htm), located on Nellis AFB NV. The technical maintenance services include such tasks as: protect Government assets from damage and theft through regular accountability of equipment and inventories; maintain, refurbish, and arrange static equipment and small arm displays to complement the capabilities of the weapon system and combat usage; requisition new equipment and small arms based upon current threat systems; arrange transportation of requisitioned equipment to the threat training facility traveling to and from point of origin, if necessary; manage all hazardous waste associated with equipment refurbishment and maintenance and adhere to all Air Force instructions (AFI), operating instructions (OI), policies, directives, and safety practices. For this effort, all contractor employees must possess SECRET clearances prior to commencing work. Example tasks for this effort are (but are not limited to): Conduct equipment maintenance of TTF displays Provide facility maintenance to enhance display of equipment (i.e., to build new display areas not covered by Civil Engineering maintenance) Ensure written accountability inventory of managed equipment Direct and implement the TTF upgrade planning and programming, including maintenance of foreign equipment displays and facilities (i.e., support facility modernization plan which may include relocating displays) Schedule documented continuous repairs, construction, and renovations to a wide variety of threat equipment and the TTF complex Inspect and evaluate appearance and display condition of vehicles and weapons systems Repair damaged assets using metals, fiberglass, plastics, and other materials as required Refurbish, sand, and paint equipment to meet display standards Fabricate parts to restore damaged assets to original condition Direct self-help construction and repairs to the maintenance complex, display areas, threat equipment, and interior of the TTF (to include identifying and reporting facility required repairs with 99 Civil Engineering Squadron) Coordinate transportation support for the movement of equipment to and from the Nellis Range Complex and other U.S. military organizational facilities to the TTF Interact with base environmental, safety, and civil engineering organizations to ensure compliance with federal, state, and local environmental laws, regulations, and guidelines Maintain all work areas in a clean, orderly, and safe manner Example skills/experience required are (but are not limited to): Foreign?built equipment/vehicle maintenance (e.g., Russian mig aircraft, Russian tanks, Russian surface-to-air missile systems, and Russian helicopters) Foreign-built vehicle operations Sheet metal work Sanding and Painting of vehicles Vehicle operations to include forklift Hazardous waste management Welding Woodworking Transportation of large/heavy equipment (i.e., experience with on and off-base coordination process, actual movement of large equipment, to include commercial drivers license (cdl) to operate large tractor/trailers) Example items of equipment (Government furnished) to be used (and required contractor familiarity in) include: Sander/Grinder Welder Saws -Metal and Wood Various Hand Tools Spray Painter Various vehicles with standard or automatic transmissions Forklift operations Personal protection clothing/equipment i.e. respirators, goggles If you feel you can provide these services, please submit a capabilities package (please limit capabilities package to approximately 10 pages) to the following recipients: Captain David Huber, 99 CONS/LGCC, at david.huber@nellis.af.mil; 1Lt David Rohlinger, 99 CONS/LGCC, at david.rohlinger@nellis.af.mil. Capabilities packages should be submitted electronically, and should be submitted no later than 3:00 p.m. Pacific Time, on Friday, April 29, 2005. Within your capabilities package, please address the following: 1. Describe your capability to perform the tasks described above. Include work experience, description of similar contracts (to include contract number, contract scope, size, and price), etc. 2. Please provide your business size. If a small business, please also provide your small business status (e.g., 8(a), service-disabled veteran owned, woman owned, etc.). 3. If a solicitation for this effort were issued, would your organization submit a proposal as a prime contractor or a subcontractor? 4. What percentage of this effort would be appropriate for a small business set-aside? 5. Based on tasks described above, please provide a range on how much you estimate this effort to cost over a five-year period (if practical, please breakdown cost by year). Please describe as much detail as possible on how you calculated this estimate. 6. Please describe your background with USAF operations and maintenance practices. 7. Please discuss security clearances for your personnel. Do your personnel currently hold SECRET clearances in order begin work immediately upon contract award? 8. Please present any questions you have that are necessary to gain a better understanding of the Threat Training Facility Requirement. Your participation in this market research is greatly appreciated.
