Description
The U.S. Department of Transportation, Federal Transit Administration (FTA), intends to negotiate with Fransquin & Chaiban: Connexion Company (Connexion), Bussels, Belgium on a sole source basis in accordance with the authority of 41 U.S.C. 253 (c) (1), only one responsible source for the design, construction, maintenance, and dismantling of an American Pavilion at the International Union of Public Transport?s (UITP) Mobility and City Transport Exhibition 2005. The Connexion Company is recognized as the official exhibition design and management firm for UITP?s Mobility and City Transport Exhibition 2005 in Rome, Italy. In this capacity, Connexion in the Exhibition?s official exhibition architect charged with approving all exhibition designs twenty days prior to the event. In the execution of this procurement, Connexion will be charged with the design, construction, maintenance, and dismantling of an American Pavilion on the floor of the City Transport Exhibition. They will handle a diversity of labor and safety requirements unique to the Exhibition Hall, Show Organizers, local labor and other regulatory issues. The design of the pavilion shall include space to support 10 company booth displays along with banners and promotional items to attract exhibition visitors to the booths of American companies participating in the Exhibition. Award of this contract is anticipated to be May 9, 2005. Tasks for this procurement include: 1) Provide a draft design of the Pavilion. The draft design will include all physical specifications of the actual Pavilion, including booths, meeting space, conference center, and possible ornamental features. 2) Provide a final design of the Pavilion that incorporates comments from the COTR. 3) Set-up the Pavilion adhering to the specified conference regulations and the project design. 4) Provide furnishings for the Pavilion (150 sq meters of usable space) including: Carpeting Plastic protection Panels Ceiling structure and ornamentation Electrical and lighting fixtures Placards and booth nameplates Chairs, tables, and waste baskets Other materials and services as specified in the final design Vendors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capabilities statement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this combined synopsis/solicitation. Award will be made using simplified acquisition procedures. All information in response to this notification must be submitted in writing to the attention of Melissa Angermeier.
