Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation proposals are being requested and a written solicitation will not be issued. Request for Proposal (RFP) 072120 is assigned and shall be referenced on any proposal. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. The Federal Bureau of Investigation intends to negotiate with Pen-Link Ltd., on a sole source basis for continued maintenance of Pen-Link software, along with one (1ea) Pen-link 5 user Network License, version 8.0 . Maintenance may only be performed by Pen-Link Ltd. Maintenance is for Fiscal Year 2005. This is a small business set-aside. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement of submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publications of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely with in the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competive procurement. The following clause and provisions are incorporated by reference and apply to this acquisition. FAR provision 52.212-1 Instructions to Offerors-Commercial Items (JAN 2005); Offerors may download the RFP by accessing the FedBizopps website www.fedbizopps.gov; FAR clause 52.212-4 Contract Terms and Conditions-Commercial Items (OCT 2003); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JAN 2005): Each Offeror shall include a completed copy of the FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items (JAN 2005). The full text of clauses is available from the Contracting Officer or may be accessed electronically at: http://www.arnet.gov/far. Responses shall be submitted to the address listed above no later than 4:00pm EST, May 10, 2005, and be clearly marked with RFP 072120. No hand carried proposals will be accepted.
