- NASA/JSC has a requirement for the manufacture, test, and delivery of four (4) Collar Severance Assembly Expandable Tube Assemblies (XTA) for the Shuttle?s Side Hatch Collar Severance System, Crew Escape . The Collar Severance Assemblies are a part of the Orbiter Crew Escape System. The XTA Assemblies provides a means of fracturing the Collar Severance Bolts that make the crew escape system operational. The Collar Severance Assembly would be used in the event of a controlled gliding flight requiring crew emergency escape through the Orbiter Side Hatch. NASA/JSC intends to purchase the items from Universal Propulsion Company, Inc, UPCO), Aircraft Interior Products (AIP), California Operation, a wholly owned subsidiary of the BF Goodrich Company. The Collar Severance Assemblies are highly specialized equipment and critical to the crew escape system. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. local time on June 02, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
