Description
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command, Patuxent River, MD intends to procure Commercial Air Services (CAS) and contractor owned and operated aircraft, specifically helicopter service to United States Navy (USN) Fleet customers for a wide variety of airborne capabilities to train, supply, and support shipboard and aircraft groups and personnel. The contractor shall operate aircraft from a designated base (Barking Sands, Kauai, HI) and from any operating site during periods of deployment. Deployments, however rare, can be expected to range from a few days to six weeks or more. This competition shall be a FAR 15 small business set-aside.In accordance with FAR 15.201, ?Exchanges with industry before receipt of proposals.?, the Government intends to hold a site survey and a one-on-one sessions with industry for obtaining feedback in regard to the general requirements within the Statement of Work. In addition, Pacific Missile Range Facility (PMRF) Range Officer CDR Murphy will give a presentation at the Hyatt Regency to each interested party on the day after the site survey. THESE ONE ON ONE SESSIONS ARE NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT, NOR WILL THE GOVERNMENT PAY FOR THE INFORMATION SOLICITED OR FOR ANY TRAVEL RELATED EXPENSES. The tentative schedule is May 3-4 and all related information concerning this procurement will be posted on the NAVAIR homepage under the solicitation number N00019-05-R-0033. Parties interested in attending the One on One session should contact Mr. Jason Lev to schedule their One on One session with the Government. The sessions are scheduled for 45 minutes. The meeting will commence at the location as follows: Hyatt Regency 1571 Poipu Road Koloa Poipu Beach HI 96756. Scheduling dates are as follows: May 3 Site Survey (Barking Sands) 0900-1600, May 4 Presentation and One-on-Ones, Hyatt Regency, 0800-1600. The Government attendees shall consist of the Contracts AIR 2.4, Program Manager PMA 207, and CDR Murphy. The Site Survey and One-on-Ones are tentative and may not occur based on the level of interest from potential offerors. No foreign Nationals will be allowed on the PMRF site. All interested parties must have prior approval upon arriving for the site survey. The contract type is anticipated to be a Firm Fixed Price with minimum ordering requirements. The period of performance consists of one base year, with performance commencing approximately 01 October 2005, with four 12-month option periods, which if exercised by the Government, will extend the period of performance of the resultant contract through 31 September 2010. The North American Industry Classification System (NAICS) Code is 481211. A draft SOW, CDRL, and draft Section B will be released within a few days to provide further information. These documents shall be available on the NAVAIR Home Page cited below under solicitation number N00019-05-R-0033. A final solicitation and related documents will also be made available on the NAVAIR Home Page at a later date.
