Description
The National Institute on Child Health and Human Development (NICHD) is soliciting proposals from qualified organizations to conduct an observational study: (1) to describe contemporary labor progression in the U.S. population; and (2) to determine the appropriate time to perform a Cesarean delivery for women with labor protraction and arrest. Specifically, the contractor shall seek collaboration from institutions that have a comprehensive obstetric database and electronically stored, detailed labor information. The institutions will also have a neonatal database on every newborn that records severe neonatal complications, and linkable obstetric and newborn databases. This contract requirement is defined as code 541710 under the North American Industry Classification System (NAICS). As such, the applicable Small Business Size Standard for this announcement is 500 employees. It is anticipated that one cost-reimbursement incrementally funded completion-type contract, with a period of performance of 30 months, will be awarded as a result of the RFP. This announcement is not a Request for Proposals (RFP). It is anticipated that the RFP will be available on or before May 3, 2005 through the website at FedBizOpps (URL: http://www.fedbizopps.gov). Offerors are encouraged to submit a Letter of Intent (LOI) within 15 days of this posting. All proposals must be submitted on or before the due date and time stated in the RFP to Teneshia Alston, Contract Specialist, Contracts Management Branch, National Institute of Child Health and Human Development, 6100 Executive Blvd., Suite 7A07, Mail Stop Code (MSC) 7510, Bethesda, MD 20892 (if sending by overnight carrier such as FedEx, use 6100 Executive Boulevard, Suite 7A07, Rockville, Maryland, 20852).
