- The Kansas City Commodity Office (KCCO), Farm Service Agency, U.S. Department of Agriculture is a buyer of truck lots of food commodities for various domestic programs. Additional information about the programs and/or submitting offers on commodities is available at: http://www.fsa.usda.gov/daco/default.htm. All contractors interested in offering commodities shall comply with KCCO?s qualification requirements as required by the Federal Acquisition Regulation (FAR) Part 9.202(f). The qualification requirements are available at: http://www.fsa.usda.gov/daco/VendorQualifications/QualificationRequirements.htm. The following commodities, which are classified under NAICS code 311212, are purchased by KCCO. Purchases for Domestic Feeding Programs For Grain and Miscellaneous Processed Food Products: http://www.fsa.usda.gov/daco/Announcement/Domestic/domesticannon.htm Rice Products (RP): The United States Department of Agriculture (USDA) will from time to time issue a solicitation for offers to sell rice products to USDA for use in domestic feeding programs. Rice product required under these solicitations will be a U.S. No. 2 or better milled rice, U.S. No. 1 Brown Rice, U.S. No. 1 Medium Grain Rice (California grown also formerly as CALROSE) or parboiled. Milled rice delivered shall meet the specifications of the class and grade offered as defined in the United States Standards for Milled Rice, in effect at the time the contract is awarded. Milled rice of special grades ?parboiled light? or ?parboiled? which meets class and grade specifications of U.S. No. 1 will only be acceptable for those items specifying ?parboiled.? ?Parboiled light? or ?parboiled? shall not be substitutable for other classes of rice. Rice products produced and delivered shall be enriched. Enriched milled rice (including ?parboiled light? or ?parboiled?) shall comply with the standards for enriched rice established by the FDA, in the Code of Federal Regulations, Title 21, Chapter 1, Part 137, Subpart B, Section 137.350, except that the optional enrichment ingredients will not be included. Rice coated with talc and/or glucose, is not acceptable and will be rejected if delivered. No specialty, including, but not limited to aromatic rice, will be acceptable unless specified in the invitation. Brown Rice shall be U.S. No. 1 long grain, medium grain, or short grain brown rice for processing, as defined in the United States Standards for Brown Rice for Processing, in effect at the time the contract is awarded. All rice products for delivery to destinations in the State of Hawaii shall be U.S. No. 1 Medium Grain (California grown formerly known as CALROSE) only. Rice products for delivery to destinations in the State of Hawaii shall have a zero tolerance for Aeschynomene indica L., more commonly known as Kat sola, Indian joint vetch, Indian vetch seed or Indigo. The Federal Grain Inspection Service (FGIS) will reject products destined for Hawaii which contain any portion of Aeschynomem indica L. The solicitation will specify the required pack size (2, 25, or 50 pound packages). Only the pack size solicited will be accepted. Container, packaging, and marking requirements are those used in the offerors are those used in domestic commercial channels which have an establish level of consumer acceptance.
