Description
The Kansas City Commodity Office (KCCO), Farm Service Agency, U.S. Department of Agriculture is a buyer of truck lots of food commodities for various domestic feeding programs. Additional information about the programs and/or submitting offers on commodities is available at: http://www.fsa.usda.gov/daco/default.htm. All contractors interested in offering commodities shall comply with KCCO?s qualification requirements as required by the Federal Acquisition Regulation (FAR) Part 9.202(f). The qualification requirements are available at: http://www.fsa.usda.gov/daco/VendorQualifications/QualificationRequirements.htm. The following commodities, which are classified under NAICS code 311514, are purchased by KCCO. Purchases for Domestic Feeding Programs For Dairy Products http://www.fsa.usda.gov/daco/Announcement/Dairy/dairyannon.htm Ultra High Temperature Milk (UHD): The Ultra High Temperature Milk (UHT) shall comply with the requirements of Commercial Item Description A-A-20085C (October, 2003), except as augmented or modified by the Government. The UHT shall have been aseptically processed from fluid milk produced in the United States and shall not be more than 30 days old at the time of delivery. The UHT milk shall have milkfat not less than 1.90% but not more than 2.10%; and milk solids ? not fat of not less than 8.25%. The storage life of the product in an eight (8) fluid ounce carton in non-refrigerated storage shall be at least six (6) months. All raw milk for UHT processing and the plant in which it is processed shall comply with all applicable requirements of the Grade A Pasteurized Milk Ordinance ? 1978 Recommendations of the United States Public Health Service, or regulations substantially equivalent. The raw milk, finished product, and plant shall each have a compliance rating of 90 or more as certified by a State Milk Sanitation Rating Officer, and shall be listed in the Sanitation Compliance and Enforcement Ratings of Interstate Milk Shippers. The primary and secondary packaging materials and shipping containers shall be of a type normally utilized in commercial channels. All closures and sealing methods shall be in accordance with good commercial practice. The UHT milk may be packaged in the manufacturer?s customary containers. Each carton of UHT milk shall contain eight (8) fluid ounces of ultra-high temperature milk. Technical contact is Marlyn Ziegler at 816-926-6620. Evaporated Milk (EVD): The evaporated milk shall be processed in the United States from fluid milk that was produced in the United States. The plants in which the evaporated milk is to be processed shall be inspected and approved by the Agricultural Marketing Service (AMS), Dairy Grading Branch, Dairy Division, prior to submission of offer. Each lot of commercial brand evaporated milk shall comply with the requirements of Commercial Item Description A-A-20072B (June 14, 1994) for Type I. USDA brand evaporated milk shall be fortified by the addition of Vitamin D at the rate of 25 International Unit per fluid ounce. Carrageenan shall be added to the product in accordance with the Federal Food, Drug, and Cosmetic Act, as amended, and regulations issued thereunder. The evaporated milk shall have a shelf life of at least one year from date of delivery to CCC. The evaporated milk shall be packaged in cans, which contain 12 fluid ounces. Each corrugated fiberboard shipping container shall be packed with 48 cans. Each shrink wrapped tray pack shipping container shall be packed with 48 or 24 cans, whichever is stated in the offer accepted by CCC. Individual shipping containers packed with 48/12 fluid ounce cans shall contain on average 39.8 pounds of evaporated milk, but not less than 39.6 net pounds. Individual shipping containers packed with 24/12 fluid ounce cans shall contain on average 19.9 net pounds of evaporated milk, but not less than 19.8 net pounds. Infant Formula (IFD): The infant formula shall be iron fortified, and shall comply with the requirements of Commercial Item Description A-A-20172B (May 14, 2002), except as amended by the Government. The infant formula shall be manufactured in the United States from fluid milk that was produced in the United States. The infant formula may be packaged in the manufacturer?s customary containers. Each can of powder milk/whey/soy-based infant formula shall contain one (1) pound of powder infant formula, shall include a measuring scoop, and shall be equipped with a plastic lid for use after opening. Cans of formula shall be free of excessive dents and distortions, free of rust, and other evidence of improper storage. The manufacturer?s customary shelf life criteria may be used. Powder milk/whey based infant formula shall be packed with 6 or 12/1 pound cans. Powder soy based infant formula shall be packed with 6 or 12/1 pound cans.
