Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement (No Substitutes): Design and implement modifications to the Arc test racks load distribution mechanism, to support upcoming Stryker tests at the El ectronic Proving Grounds Antenna Test Facility. The Contractor shall obtain certification from a state-certified structural engineer stating that the load distribution mechanism combined with the antenna rack will support the heaviest possible Stryker c onfiguration, estimated to be 55,000 pounds. The Contractor shall modify the load distribution mechanism at their facility. The Government will assist any shipping efforts with the use of the crane, rigging, and personnel at the ATF. The Contractor shal l monitor the positioning of the Stryker vehicle on the load distribution mechanism for a total of three times, to support three unique Stryker tests. The load distribution mechanism should contain only non-metallic components, and it should be painted wi th a non-metallic paint. Conduct structural analysis of the glu-lam load spreader; its positioning and attachment to the fiberglass tower. Only flat and level positioning of the Stryker will be considered. No tilt or roll. Provide modifications to the glu-lam load spreader making it suitable for interfacing with the Stryker. Replacing the horizontal spacer beams with longer beams which will position the major glu-lam beams directly under the Stryker Wheels. Advise the Fort immediately upon determinati on of the need for a new frame. Provide on-site verification that the loading of the Stryker onto the load spreader and the fiberglass tower is in accordance with the design assumptions. Deliverables. The design for load distribution mechanism complete, delivered to EPG 26 April 2005. Modifications completed by 10 May 2005. Monitor Stryker positioning on platform three (3) days between 12 27 May 2005. FOB Destination (Fort Huachuca, Arizona 85613). Payment will be made by Government Credit Card unde r Net 30 Terms. Offers are due no later than 1200 hours, Monday, 18 April 2005 and shall be submitted electronically at virginia.miller@epg.army.mil. EVALUATION CRITERIA / PROCEDURES: Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the Requirement, Proposed Delivery Schedule, Past Performance and Price. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items , and furnish Offeror's Federal Tax Identification Number, Cage Code, Central Contractor Registration Number, DUNS Number and applicable FSC Codes with this offer. FAR Clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contra ct Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition.
