Description
Request for Information Direct Methanol Fuel Cells PMS 485 1. Description. The Space and Naval Warfare Systems Command (SPAWAR) in support of Naval Sea Systems Command, PEO Littoral & Mine Warfare, Maritime Surveillance Systems Program Office, PMS 485 is gathering information to ascertain if COTS/NDI Direct Methanol Fuel Cells (DMFC) have the capability to power an unattended at-sea buoy. 2. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website and the SPAWAR E-Commerce Central website at https://e-commerce.spawar.navy.mil. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 3. Direct Methanol Fuel Cell Requirements. The DMFCs must supply a continuous 200-Watt minimum for a period of months. If the capability is found to exist, SPAWAR anticipates that there may be a potential future production requirement for buying roughly 100 of these fuel-cell-based power systems at a rate of 10 to 20 per year. The power system must satisfy the following requirements: · Power needed: 200 Watt minimum · Power system must be able to function continuously and should be able to operate in an intermittent (on/off) mode. · Length deployed: ~months · Target weight: less than 3000 lbs. including fuel · Operating environment: -3 to 33 degrees C, up to 100% humidity in a marine environment. · Time stored: Up to 5 years · Storage environment: controlled warehouse 4. Additional Questions · What components are needed to make a complete DFMC power system, e.g. piping, heat exchanger, etc.? · What are the size and weight of the power system? Include fuel in per month units. · How much would each system cost? · Is there a time limit on the continuous use of the fuel cell? · What are the reliability numbers, such as MTBF? · How much fuel is consumed per kW-hr? Is the fuel pure or diluted methanol? · Will there be any waste liquid, e.g. methanol contaminated water? How must this be handled, e.g. must wastewater be pumped from cathode to anode? · What are the shock and vibration restrictions for the fuel cell? · Who are some of the manufacturer’s customers? · How does one handle heat exchange? · What environment does the manufacturer expect the fuel cell to operate in? · What maintenance is required? · Are there any problems with the air intake, e.g. will sea air poison the fuel cell? · What are the material components of the fuel cell? 5. Responses SPAWAR is seeking industry’s suggestions. If you have a product that satisfies these needs, please reply to the requirements and additional questions in Microsoft Word for Office 2000 compatible format. The response, exclusive of added marketing material and contact information, should not exceed 10 pages. Responses should be submitted no later than 11 May 2005 1500 PDT to the SPAWAR e-commerce site at: https://e-commerce.spawar.navy.mil in response to this RFI entitled “Direct Methanol Fuel Cells” under HEADQUARTERS, Market Surveys. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. The Navy has not made a commitment to procure any of the items discussed and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
