Description
This is a Request for Information (RFI) concerning system security certification and accreditation support for planned network-enabled weapons. Responses to this RFI will be used by the Government to determine whether a capability exists to provide network-enabled weapons system security certification and accreditation support and ensures all requirements of the Defense Information Technology Security Certification and Accreditation Process (DITSCAP) are met. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. The Air Force, in conjunction with its sister Services, is working to develop a capability whereby network-enabled weapons can communicate with operational nodes such as fighter/bomber aircraft and land/sea-based C2 platforms to facilitate operational advantage. For a weapon to participate in such network communication, the weapon system will require a Certificate of Networthiness (CoN). The CoN can only be granted after the network and individual weapons receive a Certification and Accreditation (C&A). The Air Armament Center, Capabilities Integration Directorate, Technology Transition and Concept Development Division, is seeking information to determine if a capability exists whereby a knowledgeable and experienced contractor can provide the following support to the Capabilities Integration Directorate and to individual weapon system program offices at the Air Armament Center: -- Assist with the development of an Information Assurance (IA) Strategy for Network-Enabled Weapons -- Perform requisite analysis and develop products to ensure network-enabled weapons’ compliance with DoDI 5200.40 (soon to be DoDI 8510.1); DoD Information Technology Security Certification and Accreditation Process (DITSCAP), 30 December 1997, DoD 8510.1-M; DITSCAP Application Manual, 31 July 2000, the National Information Assurance Certification and Accreditation Process (NIACAP, NSTISSI No. 1000) April 2000, and AFI33-202 (the USAF implementation of DITSCAP), 17 June 2004. Examples of products include but are not limited to a System Security Authorization Agreement (SSAA) and a Cryptographic Key CONOPS for Network-Enabled Weapons. -- Research, document and create processes and procedures to ensure network-enabled weapons adherence to IA policy, requirements, and regulations and provide necessary training to the Capabilities Integration Directorate and to individual weapon system program offices at the Air Armament Center. Respondents to this RFI are encouraged to provide relevant examples of ongoing and previous contractual efforts with the Government that support the desired capabilities described. Respondents may be requested to provide additional information/details based on their initial submittals. Respondents are encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. AAC/XR uses service contractors in fulfilling its mission requirements to include review of these capabilities submittals. Service contracts contain an organizational conflict of interest clause that requires the service contractors to protect the data and prohibits the service contractors from using the data for any purpose other than that for which the data was presented. This synopsis is for information and planning purposes only and does not constitute a formal Request for Proposal (RFP), and is not to be construed as a commitment by the Government. All information contained in this RFI is preliminary, as well as subject to modification, and is in no way binding on the Government.
