Description
MIT Lincoln Lab INDUSTRY DAY. The MILSATCOM Joint Program Office (MJPO) Space & Missile Systems Center (SMC) is providing an opportunity to attend an Industry Day at the Massachusetts Institute of Technology Lincoln Laboratory (MIT LL) beginning at 8:00am EDT on Wednesday, 20 April 2005. This Industry Day is available to potential Offerors for the Transformational Satellite Communications System (TSAT) Mission Operations System (TMOS) production contract. The TMOS acquisition intends to competitively award a single contract. Expected contract award date is October 2005 with a period of performance through 2016. TMOS will provide operational and network management of the TSAT space and ground communications segments as the space-borne extension of the Global Information Grid (GIG). As part of the broader network-centric TSAT program, TMOS will facilitate and enable Communications on the Move (COTM) as well as Airborne Intelligence, Surveillance, and Reconnaissance (AISR) in support of warfighter needs. Specifically, TMOS will provide circuit/packet mission planning and policy management, external network coordination, network operations and management, cryptologic key management, and Situational Awareness-Common Operational Picture (SA-COP) in a secure environment, fully incorporating Information Assurance (IA) constructs. In addition, operations and network management responsibilities for the Advanced Extremely High Frequency (AEHF) communications system will transition to TMOS prior to TSAT first launch (FY13). The final Request for Proposal (RFP) for TMOS is scheduled for release in May 2005. It is anticipated that this will be a full and open competition. Small business Offerors note that the small business size standard NAICS 541710 (1,000 employees) applies. Offerors must be registered in the Department of Defense Central Contractor Registration database (http://www.ccr.gov/) to be eligible for contract award. Offerors that respond to the TMOS RFP are expected to be fully capable of supporting the design, development, and deployment of TMOS. MIT LL will be conducting an Industry Day on 20 April 2005 for potential TMOS Offerors to acquaint them with the capabilities, facilities, personnel, and expertise that MIT LL will offer to the TMOS production contractor. MIT LL currently serves as the common testing facility for the TSAT Space Segment brassboard efforts, and it is expected that the TMOS Segment will use MIT LL to ensure solid interoperability testing, common test personnel/facilities, and proper government insight/oversight. This Industry Day will be conducted at MIT LL, 244 Wood Street, Lexington, MA 02420-9108. Information on traveling to MIT LL and local hotels can be found at http://www.ll.mit.edu/about/visitor.html. Meetings will be held at the Unclassified Level, attendees will be required to have a signed TSAT Non-Disclosure Agreement (NDA) on file, and registration is required. Registration should be completed by Friday, 15 April 2005. The number of attendees per company (including potential associate or subcontractors) is limited to 5. If desired, attendees may submit to the Points of Contact a list of questions to be answered by MIT LL personnel during Industry Day. SECURITY REQUIREMENTS: (a) The TMOS acquisition will require access to and processing of classified information up to and including TOP SECRET. (b) Notice to Foreign-Owned Firms: Contracts will be awarded only to US companies. Foreign teaming, licensing, or subcontracting is not permitted.
