- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey (NAWCADLKE), intends to procure Transponder Test Set, part number 90-000-095. The required basic year quantity is for twelve (12). An option for up to four (4) years with an additonal fourteen (14) sets for fiscal year (fy) 2006, fifteen (15) sets each for fy 2007 and 2009, twelve (12) sets for fy 2008 for a total of sixty eight (68). This procurement will on a sole-source basis with Tel-Insturments Electronic Corporation of Carlstadt, New Jersey. Tel-Instrument developed the software upgrades from version 7.1 to 8.12 to upgrade the Transponder Test Set. The Government is anticipating a Firm Fixed Price (FFP) type contract. This acquisition will be processed as a sole source procurement. NAWCADLKE intends to procure under the authority of 10 USC 2304 ©(1), as implemented by FAR 6.302-1. Tel-Instruments, is the sole designer and manufacturer of the equipment and is the only firm possessing the knowledge, experience and technical expertise necessary to fulfill the Navy’s requirements. The Government does not own the data rights. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received within fifteen days after date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See note 22.
