- NAICS Code: 541512 The U.S. Environmental Protection Agency (U.S. EPA) Office of Environmental Information (OEI) Office of Technology Operations and Planning (OTOP) intends to negotiate and award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Gartner Group, Inc. 8405 Greensboro Drive, McLean VA 22102 to provide access to the following three levels of access from The Gartner Core Research as well as to the EXP HR Program: a. Advisor level access provides: i. Unmetered access to the full Gartner Research Library. ii. Analyst inquiry access to over 700 Gartner analysts. iii. Standard inquiry provides Basic Technology Reviews of business-related documents. iv. Audio conferences which are regular telephones meetings on key or timely IT issues. v. A Theme Conference ticket per advisor seat (at the government rate). b. Reference level access provided unmetered access to the full Gartner Research Library. c. Occasional level access provides access to an annual allocation of Core Research Reports. d. EXP HR Program includes the following: i. Access to an experiences, dedicated program executive and HR expert. ii. Access to exclusive IT/HR research from people3, Gartner and other EXP HR members. iii. Access to member knowledge repository as well as Web-based tool for compensation data iv. Quarterly Teleconferences v. Tickets for two annual EXP HR summits vi. Savings on all HCM workshops The period of performance is expected to be from date of award to December 31, 2005. A determination not to compete this proposed purchase order has been made because Gartner Group is the only source capable of providing the required services. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Response to this notice must be submitted within (15) days after this electronic posting. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
