Description
The Naval Surface Warfare Center Panama City, 110 Vernon Avenue, Panama City, Florida intends to solicit Florida State University, 97 South Woodward Avenue, Tallahassee, FL 32306-4166 on a sole source basis for support for the formulation of a Chemical and Biological Defense (CBD) protection program plan for FY06. Florida State University will be tasked by the Government to assist Naval Surface Warfare Center in supporting the technical and programmatic oversight of the Protection CBD Science & Technology Program. The proposed Principal Investigator (PI) is uniquely qualified to provide this support with the blend of capabilities, experience and knowledge of the Naval Surface Warfare Center to successfully complete the tasks required for accomplishment under this contract. The PI is a subject matter expert across most technology areas applicable to CBD protection. His expertise includes filtration (particulate and vapor), shelters, masks, and clothing. His knowledge of! the physiological implications of these technologies is critical to the selection and execution of the technical projects. The PI worked for nine years as program manager of the DoD CBD S&T program in the area of individual and collective protection. As a result of that experience, he is intimately aware of both past S&T efforts and emerging technologies. He helped the Joint Requirements Office (JRO) to develop their Baseline Capabilities Assessment and the associated capability gaps. He is a DAWIA certified level 3 acquisition professional for Systems Planning, Research, Development and Engineering. The unique knowledge resident at FSU within these areas of expertise provides a knowledge base that would require an extensive learning program (and thus additional and unnecessary cost and time to the Government) by any other vendor.
