- The United States Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS), plans to issue a Request for Proposal (RFP No. AG-3A94-S-05-0044) for laboratory accreditation services. This acquisition is set-aside for competition restricted to small business concerns and will be conducted in accordance with FAR Part 12 Acquisition of Commercial Items. The purpose of this requirement is for the accreditation of FSIS laboratories located in Athens, Ga, St. Louis, MO, and Alameda, CA. The objectives are to conduct an audit and assessment of each laboratory to determine that each facility is performing scope analyses and support activities in accordance with the most current version of International Organization for Standardization and the International Electrotechnical Commission (ISO/IEC) Standard 17025 and AOAC International's publication, "Guidelines for Laboratories Performing Food Microbiological and Chemical Analyses of Food and Pharmaceuticals Testing" (ALACC) and the laboratory quality system, policies and procedures. Offerors shall have Mutual Recognition Agreements (MRAs) that indicate national and international accrediting bodies recognize the offerors accreditations for the same fields of accreditation included in this acquisition. The offeror shall also be recognized by an official organization that accredits accrediting bodies as qualified to perform accreditation services under ISO/IEC Guide 58 (ISO Standard 17011). Offerors are required to submit a technical and price proposal for evaluation by the Government. It is anticipated that a single award firm-fixed-price type contract will be awarded. The period of performance will be for one base year with three one-year option periods. The Government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The applicable North American Industry Classification System (NAICS) code is 541990, All Other Professional, Scientific and Technical Services, and the small business size standard is $6 million in average annual receipts. All responsible sources which meet this size criteria may submit a proposal which shall be considered by the agency. The offers must conform to the RFP instructions and be received by the closing date and time specified in the RFP. The anticipated release date of the RFP is on or about May 2, 2005. The firm date and time for receipt of offers will be stated in the RFP. Oral communications are not acceptable in response to this notice.
