Description
NASA/GRC has a requirement for work to characterize NiCrAlY and CuCrAL coatings cold sprayed on GRCop-84 copper substrates. The effort will evaluate the differences compared to current coatings methods for GRCop-84 such as vacuum plasma spray coatings.Since the coatings process is the primary item being studied, the coating must be applied only by cold spraying. Alternative methods are being evaluated under different contracts. NASA/GRC intends to procure this work from ASB Industries, Inc., 1031 Lambert Street, Barberton, OH 44203 under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements . The justification for lack of competition is that ASB Industries, Inc. has state of the art coating apparatus and has developed many proprietary processes to apply dense and uniform coatings. ASB has provided similar work for NASA GRC under contract C-74527A and this work is for evaluation purposes only and to maintain continuity of using similar proprietary processes for direct comparison with contract C-74527A Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 22, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
