Description
The purpose of this amendment (0004) is to extend the closing date of the solicitation and to answer vendor questions. A. Offers/quotes are now due no later than Thursday, April 14 at 3 p.m. Pacific Time. B. The following are answers to vendor questions: 1. Question: What duty cycle is life of "20 years" based on? (i.e., life is normally stated in terms of hours at full load or other defined duty cycle.) Answer: It is estimated the unit will be operated approximately 800 hours per year for a lifetime usage of 16,000 hours 2. Question: Is motor RPM really same as thruster RPM? If yes, what is purpose of gear? Who manufactures motor with such RPM? Answer: Government research indicates a motor developing 600HP at 678 RPM has a prohibitively long lead time. The gearbox is to allow the use of a standard single speed AC motor. 3. Question: Please provide ship drawings in order to better ascertain space available? How do you plan to measure and confirm? Answer: The performance requirements were defined by the planning yard and a test memo will be developed to perform a bollard pull test. 5. Question: Solicitation has now changed to "sole source". What is rationale and authority for this change? Answer: Only one responsible source and no other supplies will satisfy agency requirements ? Replacement Part. Authority under 10 U.S.C. 2304(c)(1). 6. Question: We assume motor starter, etc., not required. Please confirm. Answer: Correct. The motor must be compatible with an industry standard "soft start" motor controller. 7. Question: We assume that "or equal" applies. Please confirm. If not please advise price of your specified equipment. Answer: ?Brand name or equal? does not apply. Price unavailable at this time.
