Description
The National Oceanic and Atmospheric Administration (NOAA) Northeast Fisheries Science Center (NEFSC) has a requirement for development, integration, testing, and delivery of a shellfish measurement system using machine vision technology suitable for at-sea use aboard one of NEFSC's survey vessels. The Contractor shall provide the measuring system in three phases: a prototype/evaluation system suitable for conference room environment but fully capable of recognition and measurement of a variety of scallop sizes and orientations; a sea-going system ready for test and evaluation; and a final deliverable system that will contain modifications deemed necessary based on the test and evaluation period. Delivery shall include one primary system and one backup/spare system. The scallop measurement system will acquire standard scallop measurements (shell height) of deep sea scallops (Placopecten magellanicus) as they are conveyed through the system. Measurements are required to within 1 millimeter accuracy. This requirement is a 100% Small Business Set-Aside. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR): www.ccr.gov and obtain a DUNS number by calling 1-800-333-0505. Proof of CCR registration must be included in submitted proposal package. All responsible sources may submit an offer which shall be considered by the agency. A copy of the solicitation will be attached to this announcement as a downloadable Word file on or about March 29, 2005. A hard copy of the solicitation will only be provided in response to a written or faxed request received directly from the requestor. Telephone requests will not be honored. Requests for hard copies of the solicitation may be faxed to (757) 441-3786. Quotations received by April 28, 2005 will be considered for award. Award will be made on or about May 23, 2005.
