Description
The National Heart, Lung, and Blood Institute intends to modify the existing purchase order number 263-MJ-501982, issued as non-competitive award witho Kathryn Bridges Tax Service, Inc., 4492 Pinewood Trail, Middletown, Maryland 21769. Through competitive procedures a purchase orders issued to provide income tax advice and assistance services in support of the National Institutes of Health (NIH) visiting foreign scientists. The Office of Research Service (ORS), Division of International Services (DIS) supports the Intramural Research Program of all Institutes & Centers (ICs) within NIH. Specifically DIS assists the ICs with the lawful entry of foreign researchers into the United States for the purpose of conducting biomedical research at NIH. In addition to the immigration services this office provides to the NIH community and it?s foreign scientists, DIS has been designated as the office within NIH to assist visiting foreign scientists with payroll, tax, and withholding issues in order for NIH and the foreign scientists to comply with IRS rules and regulation. The purpose of this Modification is to add two (2) additional Tax Seminars for NIH Visiting Scientists? and add additional hours for consultation sessions required for the increased activities s to the Division of International Services (DIS) on tax issues risen by DIS staff. Kathryn Bridges Tax Service Inc., (KBTS) has successfully performed the services required by this modification under the initial purchase order. KBTS is able to provide the continuity needed for this requirement by continuing the work for DIS without disruption of service. There is no reason to believe that an award to any other source for the additional services would result in any cost savings to the Government nor would it permit the services to be performed in a timely manner, for this reason it is in the best interest of the Government to issue the modification to purchase order number 263-MJ-501982. The North American Industry Classification System (NAICS) 541990, Size Standard is $6.0M is applicable to this requirement. This acquisition is being conducted under FAR Part 13 simplified acquisition procedures. It is noted that FAR Part 6, competition requirement is not applicable to simplified acquisition. The notice of intent is not a request for competitive proposals. Interested parties are requested to review the above requirements and submit a statement of interest which includes: a cost proposal detailing the loaded hourly rate and other direct costs; Curriculum Vitae; at least three (3) references documenting similar past performance experiences; and a technical approach of how the work will be performed. Response to this synopsis will be evaluated based on the following evaluation criteria: (1) Documented experienced with tax issues as they concern foreign individuals in visa classifications including (but not limited to) J-1 Exchange Visitor, F-1 Student, H-1B Temporary Worker, O-1 Alien of Extraordinary Ability, TN (Trade NAFTA) status holders, as well as B-1 and WB Visitors for Business; (2) Experience working with federal government agencies with a sizable foreign scientist population (NIH had a foreign scientist population of 3,700+ participants in FY04); (3) Demonstrated experience in working with foreign salaried employees, foreign contractors and grant recipients; (4) Demonstrated experience with IRS forms including the W-2, 1040NR, 1042-S, 1099, 2106, 3903, 8843, and W-8 BEN; (5) Demonstrated understanding of MD forms 502 and 502D, DC form D-40ES, and VA form 760ES; (6) Detailed understanding of IRS Substantial Presence Test; (7) Understanding of tax treaties and the ability to correctly determine the eligibility/ineligibility of foreign individuals at NIH for those treaties; (8) Documented plan for the evaluation of the Contractor?s adequacy and quality of their performance. The determination by the Government not to complete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2005-080 DDC may be submitted to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, Building RKL2, Room 6143, 6701 Rockledge Drive, Bethesda, Maryland 20892-7902, Attention Deborah Coulter, Contract Specialist.
