Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This amendment to solicitation N66604-05-Q-1868 is to provide the minimum specifications for the Ruggedized Flat panel Display with Touch Screen and to change the part number on Item 0003. They are as follows: These displays need not be ruggedized to meet Military standards but shall be intended for industrial grade commercial use rather than home or office use. Item 0001: Aydin Proformance 4250 or Equal 15.1” Wall AMLCD Flat panel with ELO touch, P/N 4250W1B-33B-310. qty (9). Item 0002: Aydin Model #4420W1B-33B-300 or Equal, Qty (2), Item 0003: Aydin Model #4420W1B-331-110 or Equal, qty (1). All three display types shall: be industrial grade commercial displays in a wall or desk mount enclosure supporting VESA standard 100mm spacing mounting holes such as would mate with an Ergotron Monitor Mount p/n 47-012-085-01; have displays that use Thin Film Transistor (TFT) Active Matrix Liquid Crystal Display (LCD) technology; have minimum horizontal and vertical viewing angle of plus or minus 80 degrees for 20.1” and plus or minus 55 degrees horizontal and plus or minus 50 degrees vertical for the 15” displays; have minimum Contrast Ratio of 300: 1 for 20.1” and 200.1 for 15” displays; have minimum standard XGA analog input using HD-15 (VGA) input connector; have minimum XGA 1024 x 768 @ 60-75 Hz with 4:3 aspect screen with 12” W x 9” H display area for 15” diagonal and 1280x1024 @ 60-75 Hz with 5:4 aspect screen with 15.75”W x 12.625” H display area for 20.1” diagonal displays; have minimum Brightness of 200 CD/m squared; have brightness, contrast, horizontal and vertical position, width, focus and reset controls either accessible from the front of the panel or by using On Screen Display (OSD) adjustment; have power input of 120 VAC/60Hz (may use external 120 VAC to DC converter); have installation data including dimensions, weight,, power and access requirements, connector and mounting hole locations, etc. to support development of installation drawings. Both 15” and 20.1” touch screen displays shall have ELO touch Anti-Reflective Resistive RS-232 Touch Screen that has software that is compatible with existing certified trainer systems, have touch screens that shall be capable of sustaining a minimum of 400,000 depressions at any point on the surface and remain fully operational and without any surface etching due to dirt, dust and oils. Aydin Displays has been certified to provide performance specified above with certified trainer hardware and software. FAR 52.211-6, Brand Name or Equal, applies. Any substitute display system must pass a demonstration at NUWC to ensure all requirement capabilities. Delivery must be by June 06, 2005, FOB Destination, Virginia. Award to be based on Best Value with criteria being: Technical Capability of the Item Offered to Meet Government Requirements, Ability to Meet Required Delivery Date, Cost and Past Performance with Technical Capability and Delivery Time being more important. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-05-Q-1868. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. A completed copy of FAR 52.212-3 Offeror Representations and Certifications--Commercial Items must be submitted with quote. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: none. Offers should include price and delivery terms and the following additional information: none required. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
