- Services of a U.S. Architect-Engineer firm are required to provide contract administration, construction management, and engineering services for Design-Build-Operate (DBO) Contract in the implementation of design, construction and operation of a Seawater Reverse Osmosis (SWRO) Desalination Plant and appurtenant facilities in the Gaza Strip, a coastal area located along the eastern Mediterranean Sea, about 40 Kilometers long and 6 to 12 Kilometers wide, bounded on the north and east by Israel and on the south by Egypt. The Construction Management Contractor (CMC) will act as an agent for the United States Agency for International Development (USAID). The scope of work for the CMC will include providing full administration, construction management, and engineering services on behalf of USAID for a USAID funded DBO Contract to be awarded and any other contracts that may be awarded for the work necessary to complete the Gaza SWRO Desalination Plant Project. CMC Services shall generally include, but not be limited to, the following: (1) Review, approve and update Construction Project Management (CPM) Schedules submitted by the DBO Contractor; (2) Provide quality assurance oversight to insure the DBO Contractor QA/QC procedures are maintained at high quality standards; (3) Provide full contract administration, construction management, and engineering services; (4) Schedule, organize and manage regular progress meetings with the DBO Contractor, USAID and with counterpart organization representatives; (5) Provide regular progress reports and presentations to USAID; (6) Provide services leading to the avoidance, minimization and management of DBO Contractor claims; (7) Provide review and approval of DBO Contractor equipment and materials procurement, design and construction submittals; (8) Provide construction inspection, progress measurement, monitoring and progress payment review; (9) Provide safety program monitoring; (10) Provide miscellaneous design, engineering, surveying or geotechnical services required by USAID; (11) Monitor the SWRO desalination plant start-up, operation, maintenance and personnel training; (12) Provide materials, vehicles and equipment procurement for CMC activities; (13) Provide site office facilities for CMC and USAID staff; (14) Provide services to monitor and mitigate environmental impacts as outlined in the approved Environmental Assessment document; (15) Provide other project related services, testing, investigations or studies and any optional services required for the orderly progression of the work, as directed by USAID. The Gaza SWRO Desalination Plant is intended to produce high quality potable water for delivery throughout the Gaza strip by way of a separate Regional Carrier Pipeline project. It includes the reverse osmosis desalination plant facilities, intake pipeline, pumping and pretreatment system, concentrate discharge pipeline and diffuser system, product water discharge pipeline and storage facility and all necessary appurtenances. The intake and discharge pipeline terminal points will be located offshore in the Mediterranean Sea. The intake pumping station and pretreatment system will be located onshore. The product water capacity of the Gaza SWRO Desalination Plant will be approximately 60,000 cubic meters per day, with an alternative sizing of Plant facility area, intake and discharge systems for 150,000 cubic meters per day. The CMC services for the Gaza SWRO Desalination DBO project is estimated as a small project which has a value less than $10 million. A cost reimbursable contract is contemplated. Estimated contract award date is December 1, 2003 with completion about November 30, 2006, and the possibility of option years. All firms responding to this announcement will be evaluated on the following factors: (1) Ability to assign an adequate number of qualified key personnel from the organization, including a competent supervising representative having considerable experience in responsible positions on work of a similar nature, (2) Specialized experience of the firm (including each member of a joint venture or association) with the type of service required; (3) Capacity of the firm to perform the work (including any specialized services) within the time limitation; (4) Past record of performance on contracts with USAID, other Government agencies and private industry with respect to such factors as control of costs, quality of work, and compliance with performance schedules; (5) Since the geographical and geopolitical aspects of the project are deemed vital, familiarity with the locality where the project is situated and any unique experience or qualifications directly related to the proposed activities; (6) The plan for performance of the work by the AE firms own forces when required, and the composition of the entire Team, including quality of any proposed subcontractors; (7) The ability of the AE to furnish or to obtain required materials and equipment and provide logistical and support arrangements; (8) Financial capacity; (9) Responsibility of the AE firm under standard provision of FAR 9.1; and (10) Proposed approach for dealing with the Palestinian Water Authority and local agencies. The concept of constructing the Gaza SWRO Desalination Plant and appurtenant facilities is in accordance with the general provisions outlined in the Gaza Seawater Desalination Plant Feasibility Study prepared by Development Alternatives Inc, dated February 2003. This report was produced by Aqua Resources International in cooperation with Camp Dresser and McKee International. Those firms that meet the requirement described in this announcement and wish to be considered must submit their SF 254 and SF 255. SF 254's and 255's are to be received in the USAID Office in Tel Aviv no later than 4:00 p.m. [local time] on July 18, 2003. The SF 255 must clearly indicate qualification of the individuals and subcontractors proposed to work on the contract. In addition, a SF 254 for each proposed subcontractor shall also be included. Please note that this notice constitutes our Request for SF-254's and SF-255's. No other document will be issued.
