- Notice of Proposed Contract Action(NOPCA). The Cryptologic Systems Group (CPSG) intends to award on a sole source basis a Fixed Price contract for the procurement of the following Cryptologic COMSEC Equipment Item: Requirements contract will be issued for 69 ea,FY05 10 ea, FY06-FY09, KGR/68 Key Generator Receiver, NSN: 5810-01-492-8450CA, P/N: 0N657103 TO THE OEM, L-3 Communications, Inc., Telemetry-East Division, 1515 Grundys Lane, Bristol, PA 19007-1506, CAGE: 13923. Required delivery: 120 days after contract award. The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with only one source IAW 10.U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. The Government intends to make an award by 20 May 05. No technical data/drawings/Technical Orders are available. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contract Specialist within fifteen (15) days of this publication. Those interested firms must indicate whether they are U.S., or foreign owned. Note 22 applies.
